NATO
a. Castro has intimated--in
his Friday night - Saturday morning
speech--that he wants or expects?
Cubans to have a part in the han-
dling of the SAM system.
b. The hint came in this ram-
bling passage: "Right now we have
a problem...an enormous quantity of
equipment, magnificent equipment...
without the technical personnel....
We need a good technician to manage
a surface-to-air missile, but at the
same time we take him out of school.
No, it hurts to lose a good techni-
cian. What to do?"
a. Spaak has put forward an
idea which he feels would bring in
substantial European support for a
multilateral NATO force.
b. His proposal, still only
schematic, is for the creation of
a "European component" in a NATO
multilateral force which would em-
brace Britain, Belgium, West Germany,
Italy, and any other European nation
which wants to take part.
C. The European component would
apparently be parallel to a US com-
ponent, but the relationship is not
spelled out.

begins what is being described as
a 50-day tour as "ambassador-at-

electrical and telephone installations

? b. The striking utilities
union is Communist-controlled. How-
ever, the party, in a cautious mood,
is working to choke off sentiment
for a general strike in the Uruguayan
Federation of Labor which it also
dominates. Communist leaders reckon
that broadening of the strike will
bring an angry public reaction down
on them, and invite stiff government
countermeasures.
c. There is some unhappiness
within the governing Council of State
and among the military over the in-
decisiveness and economic ineptitude
of the plural executive. However,
discussion of a coup seems to be
well short of the point of action.
7. Haiti ?a. President Duvalier's grip
is becoming increasingly uncertain.
b. Duvalier has security forces
to deal handily with any show of
dissidence, but there is mounting
evidence of sullen defiance, espe-
cially from Haitian students.)

NOTES'
A. Dominican Republic Bosch called in the armed forces
chiefs on Saturday to try to soothe fears that he ?is
planning to reshuffle the military hierarchy. The
US service attaches in Santo Domingo report that he
seems to have made some headway.
C. Somalia The demonstrations against our embassy in
EBETaigcio yesterday were apparently a by-product
of demonstrations against British support of Kenya
in a border dispute with Somalia. The grievance
against the US is actually unrelated: wq supply
arms to Somalia's traditional enemy Ethiopia. Press
references to "4,000 troops in action" apparently
derive from a long-planned British military exercise
scheduled to begin tomorrow in the border area.
D. Sino-Soviet Relations Mao Tse-tung met with the
Soviet Ambassador in Peiping last Friday, the first
time he has dealt directly with a Soviet official
in several years. Although the brief formal announce-
ment called the meeting cordial, it came at a time
when the Chinese party press appeared to be preparing
the way for a new step in the Sino-Soviet controversy.

E. Indonesia-USSR Four Komar guided-missile patrol
EBag-ERW-ToTen sighted on the deck of a Soviet ship
bound for Indonesia. The Indonesians are scheduled
to receive 12 of the Komars.
? G. France-Brazil Paris has recalled the destroyer
which had been dispatched to back French lobstermen
off the Brazilian coast. However, a smaller warship
is being sent in its place. The French seem intent
on keeping the dispute within bounds but show no in-
clination to concede on the legal points at issue.
