The striking utilities union is Communist-controlled. How- ever, the party, in a cautious mood, is working to choke off sentiment for a general strike in the Uruguayan Federation of Labor which it also dominates. Communist leaders reckon that broadening of the strike will bring an angry public reaction down on them, and invite stiff government countermeasures. c. There is some unhappiness within the governing Council of State and among the military over the in- decisiveness and economic ineptitude of the plural executive. Dominican Republic Bosch called in the armed forces chiefs on Saturday to try to soothe fears that he ?is planning to reshuffle the military hierarchy. The US service attaches in Santo Domingo report that he seems to have made some headway. C. Somalia The demonstrations against our embassy in EBETaigcio yesterday were apparently a by-product of demonstrations against British support of Kenya in a border dispute with Somalia. The grievance against the US is actually unrelated: wq supply arms to Somalia's traditional enemy Ethiopia. Press references to "4,000 troops in action" apparently derive from a long-planned British military exercise scheduled to begin tomorrow in the border area. D. Sino-Soviet Relations Mao Tse-tung met with the Soviet Ambassador in Peiping last Friday, the first time he has dealt directly with a Soviet official in several years. Although the brief formal announce- ment called the meeting cordial, it came at a time when the Chinese party press appeared to be preparing the way for a new step in the Sino-Soviet controversy. France-Brazil Paris has recalled the destroyer which had been dispatched to back French lobstermen off the Brazilian coast. However, a smaller warship is being sent in its place.
