a. President Betancourt says
that Lopez Mateos registered surprise
on hearing that third country nation-
als were travelling to Cuba by way
of Mexico with visas stamped on
pieces of paper separate from their
passports, thereby preventing their
governments from setting up controls.
b. Betancourt has promised to
provide supporting evidence to Lopez
Mateos. Mexico, said Lopez Mateos,
does not want to be a transmission
belt for travel to Cuba if it can
be shown that this endangers Vene-
zuela.
c. Betancourt asserts that if
Mexico does not take the necessary
steps, he will insist that his for-
eign office pass on any Venezuelan
who wants to travel to Mexico.

a. Defense Minister Peralta
may be about to align himself with
rightist military officers bent on
overthrowing the Ydigoras government.
Their grievance is Ydigoras' toler-
ance of the presidential aspirations
of Juan Jose Arevalo, who is anathema
to the rightists.
b. In a move which could be .
related to the conspiracy, Guatemalan
security forces were yesterday ordered
to be alert against the danger of a
leftist-Communist attempt to over-
throw the government
a. The Uruguayan parliament
yesterday approved the limited state
of seige declared by the government
in the face of the continuing utili-
ties strike.
b. There is no word this
morning of a reaction from the Com-
munists who had resolved to calla
general strike if the government
acted as it has.

B. Yemen Ralph Bunche plans to arrive in Yemen either
'EMT or tomorrow to begin a "fact finding" mission
for U Thant.
D. Philippines-US A Filipino Senator, who is con-
sidered a mouthpiece for President Macapagal, has
accused President Kennedy from the Senate floor of
not giving .a fair hearing to the Philippines' posi-
tion on Malaysia. Ambassador Stevenson sees this
as a further sign that Macapagal is worried over
US intentions toward the Philippines regarding not
only Borneo but military assistance, economic aid,
and trade policy as well.
