a. Moscow has begun beaming
to Cuba a daily 30-minute Russian
language program--obviously intended
for Soviet personnel in Cuba al-
though labeled as simply "for Soviet
comrades abroad." It carries news
(none on Cuba) and? a review of
Pravda.

c. Soviet military advisers are
tightening up on their Iraqi trainees.
Missile specialists at the SAM site
west of Baghdad, which also has a
training function, are not permitting
the Iraqis to see instruction manuals
and are now refusing information on
missile fuels and radio frequencies
used in the auidance system.
Mulla Mustafa Barzani has
given Baghdad an ultimatum; unless
it is announced at midnight tonight
that negotiations are underway to
form an autonomous Kurdish state,
he will resume hostilities.
a. "Europe News Agency," .a
respected information service
specializing in Common Market af-
fairs, has carried a report that
the British have been sounding out
Washington on an early tariff-
cutting agreement between the US
and the British-led European Free
Trade Association. Tariff reductions
would not necessarily, be extended to
Other countries--or the EEC--unless
they reciprocated.

suspicions than other French-insti-
gated press reports hostile to US
trade policies.

paper has already picked it up, com-
menting that such an arrangement
must be opposed since it would "di-
lute the EEC into a large free-trade
zone under Anglo-Saxon domination."

creasing concern--and some threat
to the US image--in Thailand over
the threat of subversion from Laos.
This has been sparked by press
coverage of the Chinese Communist
road-building operation in Laos and
fed by disappointment over US fail-
ure to act more forcefully to curb
Communist operations in Laos.

Jones has now heard that the Chinese Communists have
outlined a way for Indonesia to run the oil industry
profitably in the event no agreement on marketing
is reached with Caltex. It would involve processing
Sumatran crude oil in Chinese refineries.
B. China-Afghanistan The Chinese Communists, anxious
to support their contention that New Delhi is the
intransigent party in the Sino-Indian dispute, are
soon to negotiate another border agreement--with
Afghanistan. The Afghans say they expect no dif-
ficulties in the talks; the de facto border already
follows the general line of the watershed between
them.

E. USSR American Broadcasting Company correspondent
Jaffe shot a film on Soviet election day of the aged
Marshal Voroshilov making the sign of the cross as
he entered a polling station. Jaffe has been told
that the oscow ABC bureau would be closed down im-
mediately if the film is shown in the US.
G. Congo Tshombe may be returning to Elisabethville
today. An awkward, if not dangerous, period is in
prospect. Integration is dragging. There is an up-
surge of separatism in Katanga, where the security
situationis worsening; and the most effective UN
troops--the Indians--are about to withdraw.
