Venezuela dissatisfaction in the armed forces remains widespread and there is likely to be considerable officer support for almost any coup attempt. a. Betancourt has told the US Embassy that he intends to begin a roundup of Venezuelan extremists soon. b. He says he expects a supreme court decision shortly outlawing the Communists and the pro-Communist Movement of the Revolutionary Left (MIR). c. He added that Supreme Court Justices had received threats against their lives if they issue Isuch a de- cision and have been placed under police protection. USSR-Uruguay a. A pending deal involving Soviet oil and Uruguayan beef may mean trouble for US interests in Uruguay. b. Our embassy has been told by an IMF officer in Montevideo that the USSR has offered to buy ?$25 million worth of beef, an amount almost equal to the total exported in 1962. c. For its part, Uruguay would contract to buy $10 million worth of Soviet oil, about one-half its yearly requirements, a quantity presently furnished by US companies. 5. India Communist China a. Nehru appears to be using unconfirmed reports of Chinese Com- munist military moves to maintain the fire in Indian popular animosity against the Chinese. b. Yesterday he told the par- liament that the Chinese had moved fresh troops into Tibet and that there was other evidence of aggresive preparations. The Indian press has been playing up such alleged Chinese activities for the past few days. c. Communist China Chinese students continue to ex- hibit dissatisfaction with educational and job op- portunities on the mainland. Less than 100 of the 1,782 students who came to Hong Kong for the Chinese New Year holidays in January returned to Communist China. In 1962, some 95 percent of the approximately 15,000 students who visited Hong Kong during holiday periods remained in the Colony. B. UAR-Syria-Iraq Federation talks in Cairo have shown no positive results. A communique issued at the recess of dicussions on 21 March indicates that differences are so sharp that nothing keyond loose federal ties is possible in the near future. Another meeting is scheduled for early next week. C. France-USSR De Gaulle has informed the French am- bassador to Moscow, now on leave in Paris, that he plans no special initiative toward the Soviet Union. According to the French Foreign Ministry, De Gaulle has no intention either of engaging in private talks with the Soviets or of visiting the USSR. D. Presidential visit to Europe Friday's newspapers in Bonn were full of reports that President Kennedy would visit Berlin during the forthcoming European trip. Some commented that Brandt had extended an invitation. All said the visit would be welcome. Brazil Despite earlier orders by the Brazilian foreign minister to refuse visas for delegates to a pro-Castro congress: Goulart's press secretary yesterday announced the government will permit the meeting to be held in Sao Paulo beginning on Mon- day. The secretary said Foreign Minister Lima's action was not ?in line with the views of the govern- ment.
