1. Cuba
a. Photography of 26 March and
a preliminary scan of photography of
27 March show no significant change
at the Soviet encampments.
c. The passenger ship Baikal
arrived in Havana last night. There
is no report on passengers yet.
d. Moscow has not commented
on the Baku incident. Havana radio
quotes rig-fro as holding the US res-
ponsible and threatening to acquire
long-range bombers and naval equip-
ment--from sources unspecified--
to protect Cuban ships and routes
of supply.

a. Reporting on another rumor
about Khrushchev's future, Ambas-
sador Kohler remarks that the spate
of such reports deserves attention
as a measure of the exceptional in-
decision now marking Soviet policy.
b. He comments that foreign
observers in Moscow cannot remember
a time when there were so many per-
sistent rumors on the status of high
Soviet personalities, with no of
action taken to counter them.
a. Husayn has chosen former
premier Samir Rifai to form the
strong and experienced cabinet he
says Jordan now needs.
b. he is
concerned over threats to Jordan's
security and wants to provide for
firm control in the event he is as-
sassinated.
c. Rifai is efficient, but
the change is unlikely to absolve
Husayn from blame for the unpopular
policies of former Prime Minister

Yemeni royalists.

4. Argentina a. Rumors of a coup continue
to circulate in Buenos Aires,
5. Congo
b. Interior Minister Martinez
resigned yesterday as a result of
pressure from military and civilian
leaders who oppose his efforts on be-
half of the Guido government to
bring Peronists into a national
front.
c. The government has re-
iterated its intention to press for
the 23 June elections.
a. Tshombd may be preparing
for another secession attempt if
negotiations with Leopoldville should
fail.
b. Mercenaries are being re-
cruited in Northern Rhodesia, and
there are said to be large numbers
of Katangan gendarmes and mercenaries
in the western part of the province
and across the border in Angola.
c. We think these are contin-
gency moves against the time when
UN forces are reduced or gone.

6. Turkey
a. Inonu has given in to pop-
ular demonstrations against the re-
lease of Bayar. Ankara radio re-
ports that the former president has
been returned to a hospital and his
parole revoked.
b. Inonu appears with this
move to have run out his string.
If order is not restored--and Bayar's
supporters may now go into the
streets--the military will probably
take direct control over the govern-

A. Korea Top political party leaders boycotted yes-
terday's meeting on Pak's reorganization plan.
Nothing seems to have been accomplished; another
session will be held tomorrow.
B. Chile Chile's powerful Liberal Party, which has
supported President Alessandrilhas demanded that
he break diplomatic relations with Cuba.
C. Ghana A student magazine published Wednesday at
the University of Ghana blasted the Nkrumah regime
and communism. Our embassy expects the government
to take up the challenge and believes serious
trouble may be brewing.
D. Yemen Another shipment of Soviet military equip-
EEET-appears to be on the way to Yemen.
E. Bolivia President Paz Estensorro is said to be
manufacturing evidence to justify a crackdown on
Bolivian Communists. The government plans to ex-
pose a Communist "plot" to overthrow Paz' regime
just before his intended visit to the US. Paz has
resorted to this kind of intrigue in the past.
