Reporting on another rumor about Khrushchev's future, Ambas- sador Kohler remarks that the spate of such reports deserves attention as a measure of the exceptional in- decision now marking Soviet policy. b. He comments that foreign observers in Moscow cannot remember a time when there were so many per- sistent rumors on the status of high Soviet personalities, with no of action taken to counter them. a. Ghana A student magazine published Wednesday at the University of Ghana blasted the Nkrumah regime and communism. Our embassy expects the government to take up the challenge and believes serious trouble may be brewing. D. Yemen Another shipment of Soviet military equip- EEET-appears to be on the way to Yemen. E. Bolivia President Paz Estensorro is said to be manufacturing evidence to justify a crackdown on Bolivian Communists. The government plans to ex- pose a Communist "plot" to overthrow Paz' regime just before his intended visit to the US. Paz has resorted to this kind of intrigue in the past.
