a. Vientiane is taking steps
to get help to Kong Le, whose posi-
tion has continued to worsen.

d. A visit by the ICC comis-
sioners to the Plaine des Jarres on
Saturday failed to relieve the ten-
sion. Consideration is now being
given to establishing .a permanent
DCC presence in the trouble area.
e. Quinim's funeral will take
place in Vientiane today amidst
rumors that leftists will mark the
occasion with a retaliatory assas-
sination.

2. Brazilian eco- a. Brazil's economic negotia-
nomic relations tions with the USSR are having hard
with the bloc going. It ?appears unlikely now that
any substantial increase in trade
between the two parties will ensue
from the discussio4s under way since
last December.
3. South Korea
b. Although both sides have
expressed interest in expanded trade,
they have been unable to agree on
the commodities to be exchanged.
The Soviets have not been willing
to take the quantities of coffee
and cocoa the Brazilians want to
supply nor to provide in return the
600,000 - 1,000,000 tons of wheat
and 3,000,000 tons of oil the Brazil-
ians had hoped to obtain.
c. Negotiations on trade and
aid between Brazil and Poland, which
were wound up in Rio last week, also
went badly. There was, in particular,
little headway toward allocation of
more than half of the $70 million
industrial development credits granted
Brazil in 1961.
a. The junta has publicly an-
nounced the suspension of the ref-
erendum and the resumption of polit-
ical activities.

4. Soviet forces
in Cuba
b. The statement, issued in
Seoul this morning, is vague on the
question of elections, saying only
that "political factions" are ex-
pected "to pave the way for a whole-
some transfer of the government to
civilians."
c, It is understood, however,
that the ambiguousness is for face-
saving purposes and that the civilian
opposition will privately be given
hard assurances on the scheduling of
elections.

5. Saudi Arabia- a. The Saudi government is
US asking that the US air squadron be
dispatched as soon as possible and
no later than the end of this month.
b. The request was made on
the heels of the final Bunker-Faysal
meeting which the Saudis regard as
having elicited Faysal's acceptance
of the disengagement plan.

NOTES
A. Dominican Republic Bosch is being roundly denounced
by his political foes because of the shooting inci-
dent on Friday, but there have been no public dis-
turbances.
B. Iraq-USSR Baghdad has executed a further turn
away from Moscow. Some 1,500 Iraqis who have been
studying in the Soviet Union have been ordered home.
D. Pakistan -Afghanistan The outlook for a new begin-
ning toward negotiations of Pakistan-Afghan differences
is growing brighter.
E. Venezuela Terrorists have again blown up the Creole
Petroleum Company's pipeline connecting the Lake
Maracaibo fields with a coastal refinery.
