a. Despite their absence from
the reviewing stands in Red Square
yesterday, our attaches managed to
get a good look at thd equipment as
it lined up on a side street. They
saw nothing new.
b. Marshal Malinovsky's speech,
otherwise mostly ..a. humdrum set
piece, did charge that the US and
its allies were stepping up their
espionage efforts. This may be part
of the stage-setting for the upcom-
ing Penkovsky trial.

leagues on one day that Kozlov was

a. Yesterday's celebrations
in Havana featured what is described
as the largest workers' parade in
Cuban history. It was a sober oc-
casion, however, devoted largely to
an exhortation for increased pro-
duction, and the May Day parade in-
cluded no displays of military equip-
ment.
b. The absence of military
equipment from the parade causes us
to look for another explanation--
ossibl a mobilit exercise
d. The Cubans have been in-
vited to name observers to two com-
missions of the bloc's Council for
Mutual Economic Assistance (CEMA)--
those dealing with machinery con-
struction and transport./

e. Preliminary scan of yester-
day's aerial photography showed
another seven nonSoviet type tents
near the Holguin encampment. Photo-
graphy of three of the remaining
four sites was obscured by cloud
cover.

a. Tensions have increased
the past few days in Cyprus over
the long standing issue of who is
to administer divided communities.
b. A recent court decision has
invalidated past actions taken by
both the Greek and Turkish communi-
ties and reopened this highly sensi-
tive problem.
C. The Turks have rejected
compromise proposals by the Greek
Cypriots
Turkish Cypriot
underground has been alerted for
action. the
Turkish army contingent on Cyprus is
planning to make -rouble.
