e. For what it is worth, we
have been assured by the Haitian
foreign ministry that the government
will facilitate the departure of
US dependents and will continue to
guarantee protection to foreigners
in the country.
f. Bosch's hour-long speech
last evening was: devoted mainly to
domestic matters--the government
workers' strike and agrarian reforms.
In 15 minutes devoted to the Haiti
problem, he promised to heed the
advice of opposition leader Fiallo
and allow the OAS a chance to settle
the dispute.
g. Meanwhile, he said, if the
situation is serious enough for
Americans to evacuate, it is serious
enough to keep his troops at the
ready along the border.
2. UAR -Saudi a. Nasir has good reason to
Arabia believe the Saudis intend to honor
their part of the bargain over Yemen.

(it has been something of a shambles),
but then delayed his departure by
a day to allow time for more talks
with Ben Bella.
e. Rumors are he will return
to Cairo before proceeding, by
plane instead of boat, to Yugoslavia.

day disclosed 21 flatbed trucks and
70 other vehicles at Mariel, some
of which presumably had to do with
unloading the Transbalt.

NOTES
The story from well-placed Soviet sources
is that Kozlov's stroke was so
serious that he will be unable to resume his duties.
We are not sure this is the real or whole story,
but there is little reason to doubt he is out of
the act.
USSR The Cosmos 16 satellite the Soviets have had
up ior the past ten days was brought to earth early
this morning as it began its 158th orbit. This is
the longest orbit time yet for a recovered Cosmos
satellite; earlier ones have not exceeded eight days.

Afghanistan-Pakistan Iranian efforts to mend Afghan-
Pakistan relations are close to success. The Afghans
have let up on their propaganda over Pushtoonistan,
and Ayub, in turn, has indicated he is ready and
willing to meet with King Zahir in Tehran./
