Haiti a. Duvalier is still on the scene in Port-au-Prince. Those flight reservations may have been insurance in case of trouble, which did not materialize. b. Another critical day--22 May, the second anniversary of his "inauguration"--is approaching. Duvalier is making extensive prepara- tions for a mass "celebration" in- volving up to 1.5 million people. e. Cuba a. Castro's future travel plans apparently are not known even in Cuba. c. Our shipping summary for April shows an upswing from March in arrivals, from 64 to 77. Free world ship arrivals also were up; dry-cargo ships rose from 22 to 26. d. The most apparent single cause for this rise is that this is the sugar shipping season. Some 20 dry-cargo vessels and 5 tankers ar- rived in ballast to load sugar and molasses.r For The President Only?Top Secret Declassified in Part - Sanitized Copy Approved for Release 2015/07/24 : CIA-RDP79T00936A001600220001-5 50X1 50X1 1 50X1 50X1 F- -3 r 1 C3 - -I t _i 1=1 E:=1 Declassified in Part - Sanitized Copy Approved for Release 2015/07/24 : CIA-RDP79T00936A001600220001-5 e. USSR We may have identified another top military EWE-who may have been, tainted by association with Penkov- sky. Marshal Varentsov (commander of the Rocket and Artillery Forces of the Ground Forces) has been com- pletely out of the news since January. So far we have heard of no successor. F. Congo Although the program for retraining General Mobutu's unruly Congolese warriors has yet to get off the ground, the UN command--beset by money and manpower problems--is planning against a timetable calling for the progressive withdrawal of all UN forces by the end of the year. G. Turkey Prime Minister Inonu may soon offer up the resignation of his government. He is having trouble keeping in line the small parties in coalition with his Republican Peoples Party and may think he can capture their popular support. His military backers, however, may be hard to convince. H. UAR-Syria-Iraq Cairo is making it quite clear that the current regime in Syria is not to its taste. I. Middle East A Cairo press item claimed yesterday that the Arab states have begun "consultations" over President Kennedy's statements on "US protection for Israel." The item says that the Lebanese For- eign Affairs Committee would hear from Foreign Minis- ter To-0.a on this today. We have no other word on such a "consultation."
