1. Haiti - a. Port-au-Prince calmed down
Communist Bloc yesterday, a religious holiday, as
peasants from the hinterland began
to head home.
b. Duvalier has invited sus-
picion that he might appeal for help
to the Communist Bloc by implying,
in a speech Wednesday, that he would
accept foreign aid from any source.
c. We note in connection with
this that a Polish "economist" ar-
rived in Port-au-Prince last Satur-
day for consultations with the resi-
dent Polish commercial attache.
d. Warsaw's ambassador to
Mexico, who is accredited to Haiti
as well, is expected to present his
credentials to Duvalier on Monday.
This would provide a suitable occa-
sion to make a formal appeal, es-
pecially if the spadework has al-
ready been done
2. North Vietnam - a. Comparison of photography
Laos taken in mid-May with earlier recon-
naissance shows that a military in-
stallation in the extreme southwest
corner of North Vietnam has under-
gone considerable expansion since
January 1961,

b. In Khrushchev's speech,
there was no hint of a bilateral
defense pact, and his statements on
Soviet military backing for Cuba
were less explicit than some he has .
made previously.
c. Castro's reply suggests
the Soviets have successfully softened
him up. For instance, he now refers
to Khrushchev's "timely and energe-
tic" actions in preserving peace
last fall.

NOTES
A. EEC At the EEC Agriculture Ministers,',session on
Wie-sday,West Germany's Minister Schwartz set the
tone with a declaration that Bonn is unwilling "on
principle" to teduce its grain prices (the highest
in EEC). He anticipates inflationary price rises
will gradually bring the other member's prices in-
to line. The outlook appears no better for a re-
duction in duties on poultry which the council will
consider next week.
B. Turkey Ankara and Istanbul are outwardly quiet
under martial law. The prevailing mood is one of
regret, not so much that the coup failed (it had
few real sympathizers), but that the government
has been given an excuse to do nothing but retrench.
Pressure is building up again.
D. Berlin Khrushchev told Swedish Foreign Minister
ViTggiin last week that he found it difficult to dis-
cuss Berlin with Adenauer. He assumed it would also
be difficult to discuss the matter with Chancellor-
Designate Erhard and therefore reserves the right
to discuss the issue with Erhard's successor.
E. USSR The Soviets early this morning launched what
appears to be another recoverable, Cosmos series
satellite from Tyuratam.
