1. Cuba
a. Trucks with Cuban army
markings (a white star) have been
observed at or adjacent to several
of the Soviet encampments.
d. The Soviet ship Ivan Polzu-
nov was noted last week passing the
Wash Straits with six crates aboard
e. Too small to house KOMARS,
they probably contain the smaller
and older Soviet PT-type patrol
craft, of which the Cubans already
have 12.
f. The Yuri Gagarin,

may now be on its way. It returned
to the Black Sea from Latakia and
has again passed southbound through

B. President's speech Early reporting of reaction
abroad to the President's speech yesterday, is with-
out exception, favorable. France has yet to be
heard from, but otherwise West European treatment
has been warmly enthusiastic. Where Bloc media de-
part from strictly factual coverage, it is in the
direction of praise. Havana told its domestic au-
dience that the President was speaking a "new lan-
guage" which establishes a different, more favorable
climate for "new discussions" in the international
field.

D. Peru Belaunde Terry established an early lead in
Wiliaay's voting and seems well on his way to Attain-
ing the necessary one-third of the total vote. The
final count is not in yet; however, and Belaunde'S
lead will be ciut as votes from Maya's strongholds in
the north Arrive.
?E. Pakistan-SEATO Pakistan has asked SEATO to prepare
a plan for the defense of Pakistan in the event of
Indian aggression. ?The Pak request was in the form
of a formal statement given a restricted session of
?the SEATO Council yesterday. ?The statement warned
that the Indian military buildup makes it "increas-
ingly difficult" for Pakistan to make any contribu-
tion "to the purposes of the Manila Treaty."
