2. Cuba-USSR
a. The six crates brought to
Cuba aboard the Ivan Polzunov turn
out to have housWa-1 type of Soviet
motor torpedo boat new to Cuban
waters.
b. Photos of Havana harbor
taken after the Soviet vessel docked
reveal six newly arrived P-4 torpedo
boats at the naval shipyard on the
north side of the bay.
c.
I one of the crates can-
tamed a "light motor torpedo boat."
d. Smaller and faster (55
knots) than the 16 P-6 types de-
livered earlier, the P-4 strikes us
as ideally suited for maritime de-
fense against anti-Castro raiders.

4. British Guiana
a. Bickering and distrust
within the anti-Jagan forces, plus
their lack of a clear-cut plan of
action, are enhancing the Premier's
chances of weathering the current
crisis.
c. Prolongation of the strike
after the demise of the labor bill
that set it off is making more
credible, especially among Indian
workers, Jagan's allegations that
it is a purely political attempt to
bring him down.
d. He will accordingly not be
likely to compromise in any negotia-
tions to end the strike.
e. The expected return to

NOTES
A. USSR Khrushchev has moved to fill the gap created
by the incapacitation of the party's number two man,
Kozlov. The closing session of the party plenum
yesterday raised Brezhnev and Podgorny to the power-
ful secretariat. The promotions mark the two men as
among leading candidates to succeed Khrushchev.
B. Italy Giovanni Leone is to be sworn in as premier
today. Though by law he must seek a vote of confi-
dence within ten days for his one-party (Christian
Democratic) cabinet, the requirement is not always
enforced. In any such vote his government's survi-
val will depend on the benevolent abstention of
several parties, including the deeply divided Social-
ists.
C. Ireland Prime Minister Lemass' government may run
into trouble when parliament votes on the budget
next Tuesday. Opposition leader Dillon is trying
to round up support for a no-confidence motion using
the government's unpopular sales tax proposal as a
rallying point. The government needs the votes of
two of the four independents who generally support
it to beat back the attempt.

F. Venezuela American officials in Venezuela have
been alerted that Castro-backed terrorists of the
FALN will try to kidnap a senior embassy official.
Venezuelan security services are making a special
effort to prevent this, but, we note, they have
not been able thus far to contain the FALN.
