a. Congolese leaders refuse
to treat further with holdout Ratan-
gan gendarmes and, during the week-
end, dispatched three Congo army
companies to eliminate remaining
strongholds in southeastern Katanga.
b. Leopoldville claims to
have succeeded without a fight.
c. We suspect the fighting is
yet to come, as the gendarmerie in
the area is reportedly well armed
and able to give a good account of
itself.
d. The UN is staying out of
the act, and this may well encourage
the gendarmerie.

NOTES
B. Cuba Royal Dutch Airlines has announced resumption
of weeklyflights between Havana and Curacao. These
were suspended last year during the crisis.
C. Colombia Threatened strikes and disorders failed
to materialize over the weekend. Many left-wing
groups refused to participate lest they bring on a
coup by the coup-prone military.
D. Rumania-US The Rumanians want to send their Plan-
ning Commission chairman to the US for trade talks.
They are interested in buying equipment fOr their
chemical, oil, rubber, paper, and radio-TV industries.
Their trade with the US amounted to only $1.5 mil-
lion last year, but it has been growing rapidly with
Western Europe.
