1, Algeria-
Morocco
2. Kenya
a. Government troops moved
into the Berber Kabylie yesterday.
Some shots were fired but fighting
was light and casualties, if any,
were few.
b. Ben Bella may have been en-
couraged to move by his success in
buying off a potentially dissident
former guerrilla leader, Colonel
Chaabani, by making him deputy chief
of staff. Chaabani's stamping
ground was just to the south of the
Kabylie,
c. Although there have been
no further clashes along the Algerian-
Moroccan border, the situation remains
agitated./

intense OUAI
activity on both sides of the border.
a. Anti-Kenyatta politicians
who have threatened to secede and set
up a separate state do not have the
strength to carry out this design.
b. They have been urging a
greater measure of local autonomy in
an independent Kenya than Kenyatta
would like to see and than the Brit-
ish are likely to give.

3. Cyprus
C. These oppositionists are
quite capable of inciting their
tribes to violence in order to
give weight to their demands.
d. British security forces
are taking steps to cope with this
and local authorities feel they
will be able to keep the situation
in hand.
a. Animosities between the
Greek and Turkish Cypriots, never
far below the surface, threaten to
boil over again.
b. The catalyst may well be an
attempt by Makarios to revise the
constitution by unilateral action.
The Turkish minority believes the
changes he is proposing will seri-
ously damage their position on the
island.
c. We know that both sides have
laid in a store of arms against an
outbreak of trouble. Armed forces
from Greece and Turkey stationed in
Nicosia could be drawn into any vio-
lence.
d. Some cautionary voices are
being raised, however, and it is
possible that Makarios may postpone
action on the constitutional issue
until after the Greek elections early
next month.

4. Dominican
Republic
5. Cuba
a. The post-Bosch regime is
finding it difficult to get a firm
grip on the reins.
b. The failure to win US re-
cognition and the withdrawal of US
aid have shaken its confidence and
given comfort to its detractors.
C.
plotting against the regime
by military figures and by political
elements on both the right and the
left.
d. Plans by university students
to march again this week end could
trigger "real trouble" in the opinion
of US embassy officials.
a. Castro's bloc partners have
not been quick on the trigger with
aid in the wake of last week's hur-
ricane.

b. So far the only items which
we have noted from the Soviets have
been food and medical sup- 50X1
plies plus a shipload of coffee.
c. Havana will doubtless be
pressing for more once it gets a
clearer idea of the extent of the
damage.

NOTES
A. USSR Though Khrushchev's movements continue to
go unreported in the Soviet press, he was seen last
Monday in a green convertible enroute to Yalta by a
US embassy traveller.
B. USSR--Space The upcoming Soviet space spectacular
may be a manned effort.
C. Somalia-USSR
the Somali government has decided to accept
Soviet military aid. The Somalis
hope that this action will not result in
the loss of military help from the West. They are
apt to be disappointed on this score
D. Cuba--Architects The head of the International
Union of Architects has complained that last week's
congress in Havana was "too political." Big groups
of Communist representatives, largely student archi-
tects, were easily able with an assist from their
hosts to dominate the meeting and turn it into a
propaganda show.

LATE NOTE
Algeria-Berbers: Government forces are rapidly oc-
cupying-the major towns in Kabylie and the the press
this morning reports the capture of the onetime Ber-
ber headquarters at Michelet. The Berbers are of- .
fering no resistance and are simply fading into the
hills. .We do not expect the government forces to be
equally successful in dislodging these veteran guer-
rilla aghters from their mountain, retreats.
