Some shots were fired but fighting was light and casualties, if any, were few. b. Ben Bella may have been en- couraged to move by his success in buying off a potentially dissident former guerrilla leader, Colonel Chaabani, by making him deputy chief of staff. Chaabani's stamping ground was just to the south of the Kabylie, c. British security forces are taking steps to cope with this and local authorities feel they will be able to keep the situation in hand. a. Animosities between the Greek and Turkish Cypriots, never far below the surface, threaten to boil over again. b. The catalyst may well be an attempt by Makarios to revise the constitution by unilateral action. The Turkish minority believes the changes he is proposing will seri- ously damage their position on the island. c. We know that both sides have laid in a store of arms against an outbreak of trouble. Armed forces from Greece and Turkey stationed in Nicosia could be drawn into any vio- lence. d. The Somalis hope that this action will not result in the loss of military help from the West. They are apt to be disappointed on this score D. Cuba--Architects The head of the International Union of Architects has complained that last week's congress in Havana was "too political."
