? Algeria- a. Both sides continue to
Morocco move up reinforcements, and Algeria
evidently is preparing to seize the
Figuig area of Morocco in retalia-
tion for the loss of Bassi Beida and
Tinjoub.
b. Actual fighting, however,
has bated temporarily s attention
shifts to diplomatic efforts to ar-
range a cease-fire.
c. Algerian Foreign Minister
Bouteflika flew suddenly to Rabat
late yesterday in company with the
Ethiopian Foreign Minister--a sur-
prise move which has encouraged
hopes that Haile Selassie's media-
tion may prove successful.
d. The emperor himself has
been in Morocco for the past few days
and, in a change of schedule, is
coming to Algiers today.
e. Ghana also has its emis-
saries on the scene, and the_Arab
League, having called for a cease-
fire and a return to the status quo
ante, has selected a mediation com-
mittee which is expected to be in
the act by mid-week.

? 2. 'Egypt-Morocco- a. The Moroccans yesterday
Algeria captured at least three and more
likely five Egyptian officers who
were aboard an Algerian helicopter,
evidently on a reconnaissance mis-
sion, when it landed in Moroccan
territory northwest of Colomb-Bechar.
b. The Algerians, who have
admitted five Egyptians were aboard,
say Moroccan planes violated the
border and forced the helicopter to
land in Morocco.
d. Morocco has already claimed
Egyptian troops were fighting along
with the Algerians, and capture of
the officers will reinforce the claim.

3. South Vietnam
a. Business circles in Saigon
are becoming uneasy over continued
strains in the government's relations
with the US.
b. Prices last week began to
rise, some as much as 30 percent,
hoarding is increasing, and confi-
dence in the piaster is beginning
to wane.
c. This could snowball rapidly,
but the government shows no sign of
softening its argument with the US.
4. USSR - Cosmos a. There has been no evidence

B. Congo President Kasavubu last night declared a
"state of emergency" for the Leopoldville area. It
will now be governed, at least for the next six
months, by a committee under Defense Minister Anany
with special military powers. Clashes with organ-
ized labor seem inevitable. Adoula apparently has
been talked into going along with the arrangement.

Syria-Jordan The Syrians apparently are fed up
with subversive Egyptian operations
mounted against them from Lebanon. A border foray
into Lebanon by a Syrian patrol re-
sulted in, a clash
Other such incidents may follow.
