Cyprus 2. Indonesia a. Agreement has been reached for gradually restoring freedom of movement throughout the island, but mutual distrust remains a consider- able barrier to circulation. b. The Turkish Cypriots remain convinced that a return to the status quo ante is impossible. They have taken several steps toward the estab- lishment of a separate de facto ad- ministration in their sector of Nicosia. c. The conference opens next Wednesday or Thursday in London. It will be preceded by a meeting on Monday of the Greek, Turkis4 and British foreign ministers. a. Sukarno has long planned to go to Phnom Penh after his Manila visit, and, as things now stand, he will be doing so this weekend. b. While there, he will prob- ably try to enlist Sihanouk's help in getting Maphilindo talks going again. France-Cambodia c. Sihanouk would be more in- clined toward Indonesia's position in the dispute. He is not likely to be very influential with the Malaysians. d. We now have word Sukarno will almost certainly visit the US in April to dedicate the Indonesian exhibition at the World's Fair. No doubt he will want to come to Wash- ington. a. The French have verified Sihanouk's announcement that Messmer offered Cambodia 20 AMX-13 tanks, 100 trucks, and 18 aircraft. b. Twelve of the aircraft are piston trainers and 6 are piston transports. C. This aid is a one-time gift, not a continuing commitment. Our embassy reports there are no provi- sions for maintenance and support costs, without which most of this equipment will be unusable in six months. d. The Cambodians are nonethe- less making much of it, and Sihanouk will be even more convinced he is on the right track. Angola We have confirmed that Foreign Minister Chen Yi has offered arms to Holden Roberto, the most prominent Angolan dissident leader, and invited him to Peiping. Roberto, who feels the West is not put- ting enough pressure on Portugal, may accept the of- fer of help ?but probably will not go himself to Peiping. B. Greece The King has not yet dissolved parliament and called for new elections. Perhaps he remains hopeful for some other solution, but we doubt he will find one. We still expect new elections to be held next month. C. West Indies At next week's West Indies "summit," U' amaica's Williams and Trinidad's Bustamente will try to swerve Cheddi Jagan from his pro-Communist orientation. Williams plans to propose a West Indies economic association at this meeting and may try to bring Jagan around by threatening to exclude him. D. Mexico-USSR 50X1 'resident Mateos may visit the USSR before his expires at the end of this year. ?E. Taiwan Straits Soviet ships have transited the Taiwan Straits. term Apparently the Soviets feel that with Moscow-Peiping relations bad, the Nationalists will leave their ships alone. F. India Press reports of Nehru's illness are probably accurate.
