a. The barricades started com-
ing down yesterday in Nicosia and
this morning most of the main thor-
oughfares were open to traffic.
b. In the Greek Cypriot areas,
schools are open and economic activ-
ity is returning to normal. Turkish
Cypriots, however, have been slow
to respond; they are waiting to see
how the new arrangements for their
security work in practice.
c. Both communities are skep-
tical that next week's London talks
will produce a lasting solution.
d. The Turkish side wants par-
tition, or at least some sort of
administrative separation. The
Greeks continue to demand a broad
revision of the constitution and an
end to the right of Greece or Turkey
to intervene.
a. Foreign Minister Couve de
Murville on Tuesday informed Ambas-
sador Bohlen that a French decision
has been made "in principle" in favor
of recognizing Communist China.

b. Couve added that the tim-
ing and the conditions are not yet
fixed. He said he would try to get
further details from De Gaulle and
let us know in the next day or so.
c. Bohlen thought that the
foreign minister seemed fully aware
of all the implications of such a
step and Couve indicated that De
Gaulle is fully informed concerning
the US position.
d. Later, Ambassador Bohlen
mentioned the subject to De Gaulle
at a social function, but De Gaulle
did not comment.
e. Other senior French offi-
cials expressed the strong opinion
that France would not recognize if
this meant a break in relations with
Taiwan.
Cuban pilots re-
turned to Havana after
completing training with MIG-21s in
the USSR.
b. In addition, the Soviet
passenger ship Krupskaya (capacity
350) brought back Cuban military
people who had received missile and
radar training in the Soviet Union.

the Cuban technicians who will serv-
ice and maintain the SAM and air de-
fense equipment.
d. Most of the training of
Cubans on Soviet equipment takes

4. India a. We still are not quite
sure what ails Nehru.
C, The illness has, however,
raised once again the problem of a
successor, which Nehru has dodged
for years.
d. The most likely candidate
for his mantle, in our view, is Lal
Bahadur Shastri, a 59-year-old Con-
gress Party wheel horse. Formerly
home minister, he is now devoting
his time to rebuilding the party
machine.

A. USSR-US Moscow radio and the TASS news agency have
featured extensive summaries of the President's State-
of-the-Union message, while the party newspaper Pravda
carried a brief account on an inside page. No edi-
torial comment has yet appeared.

F. China-Japan A late press report says that the
Chinese Nationalists have decided to close down
their embassy in Tokyo. Taipei is reacting to the
Japanese decision to permit a Chinese defector to
change his mind and return to the mainland.
