Cyprus a. The island is reported quiet this morning following the recent violence at Limassol, though the cease-fire ar- ranged there is extremely precarious. b. It is now established that this incide-t, in which at least 16 were killed and nearly 50 wounded-- mostly Turks?was a pre-planned and coordinated attack by Greek Cypriots who evidently believed the Turkish Cypriots were planning to seize the port facilities. c. Theyused automatic weapons, mortars, and armored bulldozers in the assault. d. Although we are without the results of Under Secretary Ball's final meeting with Makarios this morning, it is clear that Makarios has been unmoved, still insisting on going to the UN and working out a peacekeeping force from there. e. He obviously has an exag- gerated impression of his prospects for quick and favorable treatment at the UN. The Turkish National Security Council was called into session yes- terday, ?with top military commanders present. There are no indications yet of any decisions taken, but the? government has publicly warned that "urgent measures must be taken to establish security on Cyprus." h. In southern Turkey, troops continue amphibious assault training. i. Press reports this morning say that the port of Iskenderun has been cleared of civilian shipping and the main quay taken over by the navy. k. Laos a. Communist military pressure continues on several fronts in Laos. b. That the Communists mean busi- ness is indicated by the presence of regular North Vietnamese (PAVN) bat- talions in several areas. Since the Geneva Accords of 1962, the mainte- nance of the Communist position had been left mostly in the weaker hands of the Pathet Lao brethren. c. In south and central Laos, two or three PAVN battalions have stiffened a Pathet Lao push which now threatens the Mekong valley, Route 13, and the towns of Thakhek and Savannakhet. d. In the Plaine des Jarres? the Pathet Lao/ have displaced Lao Army elements from positions near Communist-held Xieng Khouang town. Yemen d. Haile Selassie will not like this idea much. On the spot investigation will show up Ethiopian inability to control tribesmen in the Ogaden area, and it will do noth- ing,the Ethiopians think, to stop inflammatory Somali radiobroadcasts. e. The Somali position does not have wide African support, how- ever, and Haile Selassie, founding father of the OAU, will probably wind up cooperating with the organi- zation. a. Yemeni royalist activity has picked up somewhat recently. Dissident tribesmen, south of the capital at Sana, managed temporarily to cut the Sana-Taiz road and are still harassing traffic in this pre- viously quiet sector. b. This is despite the presence in the country of the largest number yet (35,000) of Egyptian troops. c. President Nyerere has been putting heavy pressure on Tanganyika's security police, such as they are, to uncover a major plot which he believes exists to overthrow the government, b. these troops seem to be making indis? criminate arrests police, government workers, and trade unionists. Maphilindo Talks ? c. the OAU emergency meeting in Dar-es-Salaam has endorsed Nyerere's plan toreplace British troops in Tanganyika with an all Afri- can force totalling three battalions and an air unit. They will probably be largely Algerian, Nigerian, and Ethiopian troops. d. No details are available on how soon this scheme will go into operation. a. Tunku Rahman's talks in Phnom Penh with Macapagal ended Wednesday with statements by both that the "air had been cleared of misunderstanding." b. In fact, the talks were amicable, but the Tunku had no suc- cess in moving Macapagal in his direction. c. It is not even clear whether Malaysia and the Philippines will proceed now to set up consular rela- tions or merely begin now to consider doing so. Probably the latter. There is talk that the three-way ministerial meetings will resume under Thai aegis next week, but the Tunku has indicated that Malaysian elections are com- ing up in April or May--a hint that if anyone is looking for concessions, they should not expect them before that time, if ever. e. The meeting may be put off, despite Indonesian eagerness to keep the ball rolling. South Vietnam Dissatisfaction persists with South Vietnam's military and security forces. Morale is declining The feeling is that all the promo- tions and prestigeous positions accrue to those associtated with the coup. Many in the military see Khanh's coup as nothing more than a continuing power struggle among generals. D. Panama A "civic demonstration of solidarity" is scheduled for eleven o'clock this morning in Panama City.
