1. Cyprus
a. There was fighting again
this morning in the village of Ktima,
near Paphos, scene of a sharp clash
on Saturday.
b. Generals Gyani and Carver
had arranged a cease-fire Sunday, but
the Greek Cypriots, taking the view
that such arrangements could not be
used to protect Turkish "insurgents"
from punishment, launched what was
described as an all-out attack on
Turkish Cypriot positions this morn-
ing.
c. The gunfire this week end
seems to have been an unintended result
of Makarios' order to release "all"
Turkish Cypriot hostages. When only
49 were turned loose, the Turks, who
believe that over,200 had been taken,
were shocked and reacted violently.
In attacks on Ktima, considerable
numbers of Greek Cypriot hostages
were seized.
d. The fighting has spread to
other spots on the island. The Turkish
side this morning asked for British
help in evacuating 700 Turkish Cypriots
who were surrounded in a village near
Kyrenia.

e. These actions will cer-
tainly postpone and possibly pre-
vent the Turkish Cypriot leaders
from following Ankara's advice to
begin taking part once again in the
deliberations of the Cyprus Govern-
ment. The Turks have boycotted all
government meetings since December.
f. Ankara feels it has been
treated shabbily by the UN. The
Turks object to General Gyani on
the grounds that he has failed miser-
ably to "enlighten" U Thant about
the true situation on the island.
They do not like the idea of Rolz-
Bennett as mediator.
g. Thant, after issuing a
general appeal for funds, is trying
to push ahead on his peace-keeping
force. One of his military advisors
alerted the US that help may be
requested to airlift, in about a
week's tike, 370 Brazilians and an
equal number of Swedes who can be
spared from the UN Emergency Force
in Gaza.
h. The Cypriot mission in
the USSR is due to fly to Sochi today
for talks with Khrushchev,

Malaysia
a. Neither Malaysia nor Indo-
nesia seems disposed at present to
resume the interrupted Maphilindo
foreign ministers' meeting.
b. Sukarno wants to march
directly to a summit
c. The Malaysians-want no fur-
ther talks at all prior to their
elections late in April.
f. The explosion Saturday night
at the Raffles Hotel in Singapore
was probably the work of Indonesian
saboteurs.

5. Poland
a. Gomulka faces the strongest
challenge to his authority since 1956.
b. We have gotten wind that a
pamphlet violently attacking him has
been making the rounds of the Polish
party. It apparently orginated in
the left, or "hard-line," wing of
the party.
c. The tract seems designed to
rally opposition to Gomulka's economic
retrenchment policies among party
groups which have been especially/
hard hit by these policies.

6. Zanzibar
d. It would appear that the
pamphleteers are trying not to
unseat Gomulka--there is no logical
replacement--but to force him to
return to orthodoxy.
a. Nyerere has called for a
meeting of East Africa's "big three"
in Dar-es-Salaam today. Karume has
been invited.
b. The object, according to
Tangayikan Defense Minister Kambona,
is to concert on ways and means of
helping Karume. It is feared that
he will be shunted aside unless more
effective counterweights to the
many extremists in his regime are
found.
c. Karume has within the past
few days had to revoke orders from
various of these elements to pre-
vent Sandys from visiting Zanzibar,
to expel British High Commissioner
Crosthwait, and to nationalize all
cinemas as well as a number of other
businesses.

d. In this situation Sandys
has let it be known that the British
would be willing to intervene to save
Karume, if he asks them to and if
other East African leaders are agree-
able.
a. Coup rumors, common enough
at any time, were especially plenti-
ful in Santo Domingo this weekend.
b. Most of them involved an
effort by one or another group of
disgruntled politicians to restore
ex-President Balaguer to power.
c. Claims of the plotters of
support in the armed forces--without
which no coup attempt has a chance--
do not square well with repeated
pledges of loyalty by the top mili-
tary in the past few days.

NOTES
A. France A new wave of strikes in nationalized enter-
prises, which lies just ahead, could lead to some
Ministerial shifts. The chief damage, however, is
likely to be to De Gaulle's pitch at home and abroad
that he has found a unique way to national economic
strength and, thus, to international independence.
B. Congo The Congolese Army has been taking a more active
role inrebellious Kwilu. This has coincided with a
lull in terrorism there, but Mulele's bands still con-
trol most of rural Kwilu.
C. Indonesia-Timor
7Ficrults are being assembled for "opera-
tions training" in Indonesian Timor.
D. Kashmir With the Security Council about to take up
the question once again, the atmosphere along the cease-
fire line is char ed and new incidents area distinct
"bilit
E. Mexico - Communist China Presidential aspirant Diaz
Ordaz, who has every reason to expect to be Lopez
Mateo' successor, will not recognize Communist
China unless there is some profound change in the world
situation. For his part, Lopez Mateos
will not take this step either.
