1. Cyprus-Turkey
a. Ankara has sent an ulti-
matum to Makarios' government warn-
ing that Turkish forces will inter-
vene unless there is an immediate
cease-fire and an end to assaults
on Turkish Cypriot villages.
c. Erkin has told Hare that
Turkey will intervene only if Greek
Cypriot attacks continue. He also
said Turkey probably would not inter-
vene if a UN force could be put on
Cyprus without delay to protect
Turkish Cypriots.
d. Erkin promised to recommend
to Prime Minister Inonu that he
comply with Hare's \request for a
24-hour delay. Such a delay would
expire at 1700 hours today, Washing-
ton time.
e. Ankara does not appear to
be bluffing. I

h. According to the press, a
Cyprus Government spokesman (uniden-
tified) has said his government would
reject the Turkish note as "unaccept-
able" both for its content and word-
ing. The press also reports that
the Greek fleet has been ordered to
maneuver again between Crete and the
Dodecanese Islands.
? i. The Turkish ultimatum has
of course spurred efforts to get a
UN force on the island as soon as
possible. The question of financing
has been largely resolved, but Thant
at last report was still having
difficulty getting the necessary
troop commitments.

LATE ITEM
a. The Greeks have told our
ambassador that they hope the Turkish
note to Makarios is primarily designed
for internal consumption in Turkey.
b. They see no developments in
the past few days that would call for
Turkish intervention and have reiter-
ated that no Greek Government could
stand idly by while such an action
took place.
c. Erkin for his part has reit-
erated that the Turkish note is not
an ultimatum but rather a statement
of the Turkish position. He said
again that the Turks would not inter-
vene if there were no more attacks
and the UN force was put on the island
immediately.
d. We interpret this as meaning
that there is more time available
than the 24 hours expiring at 1700
today.
e. If Makarios can be persuaded
to restrain his compatriots, and if
he in fact has the power to do so, it
is possible that the Turks can be
held off long enough for the UN to act,
but it will be a close-run thing.
f. Late press from Nicosia reports
a new outbreak in the city today. We
have no information on who started it.

NOTES
A. South Vietnam The level of Viet Cong military activity
is rising again after a lull. In the past week, the
Communists have made four attacks of company size, mostly
in the delta. Preliminary reports of another Viet Cong
attack in the delta on Wednesday indicate that a bat-
talion was involved.
B. India-Pakistan The latest incident near the Kashmir
cease-fire line, south of Jammu city, is the most serious
in the past few months. India and Pakistan each claim
the other has been attacking with artillery and heavy
mortars. UN observers on the scene expect that the
action will remain localized.
C. Nationalist China Chiang Ching-kuo has been named deputy
minister oi national defense, an appointment which moves
him one step closer to open designation as his father's
eventual successor.
D. Brazil Goulart is scheduled to address a big leftist-
sponsored rally today. Rumors of inflammatory things he
might say have stirred up his opposition. Special
security measures are being taken to contain any out-
break of violence amid reports that rightists may try
to disrupt the show.
E. Latin American Youth Congress The Cuban-sponsored
Latin American Youth Congress in Santiago Chile has been
something of a flop. Sessions so far have been poorly
attended. The Chilean Government has been trying to
obstruct the congress and most of the press has been
attacking it. There is also friction among the delega-
tions.

F. Bolivia Paz got a pretty good turnout at his rally
Wednesday. The banners of the marchers carried slogans
supporting the President, castigating Lechin, and a few
attacking Communism, but the parade was mainly a Paz
show of strength.
