Deputy Prime Minister Aziz said publicly that Husayn Kamil's defection would not affect Baghdad's policy toward the UN and denied that Iraq poses a threat to Jordan Thp SC 00587/95 12 August 1995 Saddam is trying to project an image of stability and to dispel speculation that his regime is faltering. The comments also suggest that Baghdad's threats to stop cooperating with the UN unless sanctions are eased by monthend remain in effect. Meanwhile, US-brokered talks in Dublin between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan ended yesterday with agreement on a temporary cease-fire, according to press reports. ICDP and PUK representatives agreed to keep working toward a solution under which the regional capital of Irbil would be demilitarized and the KIR would share revenue from lucrative customs posts it controls. A similar settlement fell apart late last year. The PUK's reluctance to surrender Irbil has been a major stumblingblock. 4 pproved for Release: 2019/03/12 CO1155406
