A final meeting was held with Mr. Kennon. before his departure from the Department in his office at 11 a.m. on 21 A .st 1950 attended by Messrs. Kennan, Wisner, and The short memorandum outlining OPC's Views on the Composition of the committee and the se1etion of an executive secretary Was shown to Messrs. Kennan and who approved. it. 2. Mr, Kennan said. that he felt we should include Mr. Alan Wardwell on the committee as certain arrangements had already been made with him by Mr. Wasson. It was, therefore, agreed , that the committee should be composed originally of the following individuals or as many of them as would serve: a. William henry Chamberlain, President b. Gordon Wasson, Treasurer c. William Y. Elliot d. Eugene Lyons e. Kart Reissinger f. Alan Wardwell g. Matthew Woll 3. It was agreed that Mr. Kennan would within the next few weeks speak with Messrs. Wasson, Wardwell and Reissinger and inform them that Mr. Chamberlain would approach them about the formation of the committee which, had his, Mr. Kennan's, blessing. Mr. Keunlau would ask Mr. Wasson if he would be willing to serve as treasurer of the committee and,' if he would not, would ask him to suggest someone, perhaps Mr. Wardwell or perhaps someone else, to act in this capacity. A representative of OPC would approach Mr. Chamber- lain and request him to act as president and as such to make an official approach to the prospective committee members. It was agreed that the members of the committee should be told the truth about Who was behind the project and what its real ,purpose was. Mr. Kennon wno was seeing in the afternoon would tell Aim that he knew of some private citizens who were interested in tne Russian problem and tnat ha felt that funds might le available to nelp continue b. After some discussion, it was agreed tnat and nis group would be extended an invitation by the center in Germany to join the united front. At this time Mr. Kennan would speak to and ask nim to cooperate. b. Mr. Kennan said twat in the fortncoming discussions witn the Britten, we suould tell them that: a. We are using our influence to stir up the creation 1,/if a private committee wnicn would attempt to unite the various Russian groups in a united front. b. This will be essentially a private project and we do not plan to interfere very mucn in its operation. c. :/ Wnat political guidance we do give will be along the lines report, a copy of wilt= they have received. 7.
