2. This is an arranged tour of civilians overseas to include
eons parts of the Soviet Union. It is for 29 people for 19 days at
a cost not to exceed per person, of $2080. It is stated that the
State Department vu brief these people in Iftshington. 'new opinion
that should complete their governmental contact. It would be unfortunate
I think for CIA to brief those people and thus eatabliah a precedent. We
do not know *at these people vtll later say that CIA told them end of
course there is the possibility liter of the Soviets saying that these
People are spies.
3. Our interest I would tre mould be in de-briefing them after
they return.
4. Begirding the private cocktail party at the Startler on Nay 7,

Dear Mr. Dulles:
You may recall that after the Radio-TV Correspondent's
Association Dinner at the Statler Hotel on March 7th,
Mr. Pat Munroe, WTVJ's Washington correspondent, in-
troduced us in the CBS suite.
I mentioned at that time that I was leading a group of
some 30 Florida business and professional men into
Russia, Hungary and East Berlin in May.
I am taking the liberty of sending you the enclosed guest
list which gives the names and occupations of the tour
members. In addition, you will find a tentative itinerary
for the trip.
Not listed in the itinerary is a visit our delegation
plans to make to Washington on May 7th and 8th. We
plan to arrive about noon an the 7th and I am trying
to arrange through Senator George Smatbers and Lincoln
White a briefing session at the State Department that
afternoon.
Our group will hold a private cocktail-dinner party
that evening at the Statler and we would, of course, be
most honored by your presence.
We will leave by charter plane for New York the following
afternoon at approximately 2 p.m.

Attached you will find the guest list for our Tour
to Paris, Copenhagen, Leningrad, Moscow, Budapest and Berlin.
I am sure you are as delighted as I am with the
representative and genial group of men who will be your companions
during our 20-day journey.
Several things are in the works which should add to the
enjoyment of the Tour. For example, Billy Gaither and I are working
together with Senator George Smathers� office and the State Depart-
ment to arrange a briefing in Washington on May 7th. This will
be followed by a dinner our group will hold at the Statler-Hilton
Hotel that evening in order that we might meet with Senator Stu
Symington, Senator Mike Mansfield and Senator George Smathers and
other top officials who will further fill us in on how to make the
most of our tour.
The more information we have at our fingertips,
the better we will be able to assimilate what we see, hear and
do behind the Iron Curtain.
You will note the Washington stopover will be on
May 7th - a day ahead of the departure date listed in your itinerary.
This will be an optional feature of the trip. Your hotel and dinner
cost is not included in the tour package price - air transportation is.
We will leave by charter National Airlines plane on
the 8th to fly to New York and leave for Paris at 4 p.m. that
afternoon.

Please consider this your personal invitation to join a select
group of leading Florida business and civic leaders on a special
19-day tour of Russia, Budapest, East and West Berlin, Copenhagen
and Paris.
The recent visit of Russian Deputy Premier Anastas Mikoyan to
the United States points up the interest generated by peoples
of the United States and Russia "taking a look at each other".
This country is pitted in a life or death struggle with the
Soviet Union. This places an overwhelming burden of responsibili-
ty on our President, the Congress and other national leaders.
.The more our citizens can understand the problem and haw to
deal with it, the more effectively they can actively support
our government in our race for survival.
TherefOre, I believe that a tour such as outlined in the enclosed
itinerary would be of great benefit to you and the 29 other
men being invited.
Our group will leave Miami Friday, May 8th, and travel direct to
Paris via New York.
We will represent the State of Florida and Dade County Metro
Government at the 48th Annual International Trade Fair in Paris.
Metro will have an exhibit at the Fair. We will be received
by the French Government at an official reception.
From Paris, we will journey to Leningrad with a two-day stopover
at Copenhagen.

In Russia, we will visit Leningrad and Moscow and inspect the
American National Exhibition as it takes shape in Moscow's
Sokolniki Park.
Hungary has just been reopened to U. S. citizens by the State
Department and we will visit Budapest, scene of the famed
1956 uprising against the Communists.
Then, on to East Berlin which in May will receive the attention
of world interest as Khruschev's six-month ultimatum to the
West to "get out" expires. Should conditions make it inadvisable
to enter Berlin at that time, we would visit Switzerland.
WTVJ is producing a special one-hour program based on newsfilms
taken during the tour by a station cameraman who will accompany
our group.
I think you would find this trip one of the most worthwhile
and rewarding experiences of your life.
Complete information is enclosed.
Because of the time consuming formalities in obtaining visas
for Russia, Hungary and East Germany, it is essential that
reservations for this trip be submitted as soon as possible.

provided by the Maupintour Travel Organization of Kansas, and Monroe

deposit, but no less than $10.00 per person and no more than $50.00 per
person is retained and the balance is refunded less any non-recoverable monies
paid as deposits to transportation carriers and/or land service operators and
hotels abroad, and less than communication expenses (cable, telegram, long-
distance 'phone) necessary to effect late cancellations. Visa fees, once
expended, are not refundable. Refunds for omission of services en route are
made on the basis of monies actually saved on unused accommodations and
services, less all expenses and charges incident to effecting cancellation.
Refunds for unused steamship, or motor coach, or railroad, or airline tickets
can only be made in accordance with the carriers' regulations.
RESPONSIBILITY: Monroe Travel Service, Air France, Maupintour Associates,
and/or agents act only in the capacity of agent for the passenger and are not
responsible for accidents, loss, delays, annoyances and expenses arising from
Same, strikes, force majeure, quarantine, failure of steamers, planes, trains,
motors or any other means of conveyance, government regulations, hotel ser-
vices or other causes. Baggage is at owner's mini risk unless insured. All
rates are based on current tariffs and current exchange and are subject to
adjustment in the event of changes therein. Issued January 15, 1959.
AIR FRANCE is not to be held responsible for any act, omission or event
during the time passengers are not on board their planes. The passenger
ticket in use, when issued shall constitute the sole contract between the
airline and the purchaser of the tour and/or passenger. The issuance and
acceptance of tickets and vouchers shall be deemed to be consent to the above
conditions.
