Hy letter dated 21 January 1954* the DCI drew to the attention of the Secretary of State the Department's responsibilities under NSCID-10, and indicated CIA's desire that the Science Attache program be maintained by the Department at a minimum level of five Attaches with necessary clerical eupport for FY 1955. 2. On 23 February, the Undersecretary of btate replied, stating that the Department could support only three Attache positions during the coming final year. He also stated the Department's belief that NSCID-10 provided safficient authority for the Agency to reimburse the Department for the other two positions: 3. The CL /A ascertained from the Bureau of the Budget* however, that in the Bureauls opinion such reimbursement or support would not be proper. h. In light of this a tuation, my staff has discussed the problem and its various aspects with appropriate officers of the Department. As a result of these conversations, and particularly because of the Undersecretary'e commitment to Dr. Bronk regarding the ate of the Science Attache program, the Department has decided to raise the priority of this activity and to affect the necessary reprogramming to enable it to support all five positions from its own appropriations during the doming fiscal year. A copy of the internal State Department memorandum to this effect is attached, 5. since the Department has taken this action, in the manner indicated above, it is not believed necessary or appropriate to reply to the Undersecretary's letter of 23 February 1954. 6. We will continue to study and explore with the Department of State additional means for further augmenting the overt collection of ataientd4c_intelligence information.
