MEMORANDUM
SUBJECT: Communist Bloc Schools in Accra, Ghana
Kwame Nkrumah, the former President of Ghana,
established the Kwame Nkrumah Ideological Institute at
Winneba, Ghana (commonly called the Winneba Institute) some
forty miles from Accra. This school purported to give
university level instruction in Marxist-Leninist studies
and was established primarily for training Ghanaians, though
a few non-Ghanaian Africans were admitted on scholarships.
Its student body was composed primarily of members of
Nkrumah's political party, members of the Ghanaian Civil
Service (accommodated in in-service educational programs)
and members of the Ghanaian diplomatic corps. This latter
group, along with Cabinet Ministers, was subjected to
compulsory short courses at the Institute. The available
information indicates that no United States citizen was
enrolled in any of the courses given at the Winneba Institute
and no courses in sabotage or guerrilla warfare were
included in the Institute's course of study.

The Winneba Institute faculty included primarily
Soviet, Eastern European and Ghanaian nationals but one
American citizen did teach there.
He allegedly went to Ghana
on the invitation of Julian Mayfield, an American Negro
writer then living in Ghana (who is further described
below), and had attended the University of California at
Los Angeles.
The University of Ghana located in Legon, some
ten miles from Accra and commonly known as Legon University,
is a bona fide, reputable university of the front rank.
A number of Americans have taught there and some have been
enrolled there from time to time in specialized faculties
such as the School of African Studies. Most were bona fide
scholars of good reputation.
During the Nkrumah regime, a number of United
States citizens who had been involved in some degree with
the Communist Party of the United States, its various front
organizations or with racist organizations such as the
Nation of Islam were resident in Ghana or visited there.
Most left Ghana after the coup dietat which overthrew
Nkrumah, and most appear to have remained abroad. Among
those who have returned to the United States are:
Julian Hudson Mayfield, born 6 June 1928 in
Greer, South Carolina. Mayfield and his wife,
Ana Livia Cordero Mayfield went to Ghana in 1961.
Mayfield was employed as a writer by the Ghana
Government and was slated to become editor of a
new magazine called "African Economic Review" to

be published by the Nkrumah regime. Mayfield
wrote for the Ghana press using the nom de plume
"Deschando." Mayfield was not in Gh= the
time of the 1966 coup, and did not return after
the coup. He went to Spain instead. Mayfield
has now returned to the United States and is
living in Washington, D. C.
Ana Livia Cordero Mayfield, born 4 July 1931
in Santurce, Puerto Rico, is a physician and was
employed by the Ghana Academy of Science. She
presented herself in Ghana as a representative
of the Puerto Rican Independence Movement.
