Stettner - ACDA/y, SUBJECT: CBW/Toxin Arms Control and Treaty Issues Sub-Group I suspect that this sub-group will need to convene infrequently and only when a specific issues paper or study is being prepared. I also envision the subgroup providing commu- nity-coordinated guidance to any member organization on these issues. We might undertake preemptive analysis of the poten- tial for treaty violations in conflict areas where we suspect that CB/toxin warfare may occur. The sub-group could also provide input to intelligence studies on CBW arms transfers into conflict areas. Presently I do not see a need for formal tasking. If, however, we were tasked to provide a major input to an intelli- gence study that would require significant man-hours of effort (or the need to draft help from other offices), it would probably be helpful. Let me advise you as the need arises on any specific issue. Membership should minimally include myself, the CIA/ACIS representative, and State/PM representative. I intend to depend on the legal staffs of ACDA, State, and CIA if necessary for specific interpretation of legal issues. I would also plan to include a desk officer, expert in the geographic area being addressed. I'm flexible on the subject; willing to accept any volunteers. These are my initial thoughts on the mission and structure of the sub-group. I'd be happy to discuss them with you at your convenience.
