(U/MeRee) National Security Archive Interested in Intelligence Sharing with Colombia
(Ullikrilele) The National Security Archive requested documents relating to "guidelines issued in March 1999
pertaining to intelligence sharing with the Colombian military. These guidelines are discussed in a June 1999
General Accounting Office report that recognize[s] the increasing involvement of the insurgents in drug trafficking
activities and their demonstrated abilities to attack countemarcotics operations, personnel and infrastructure, and
establish a better means to facilitate the exchange of information with the Colombian military on insurgent activities
within the drug-trafficking areas."
(UHAT171!" News Service Seeks Correspondence Between Agency and Congressmen
(UHATIIS) A requester with the Newhouse News Service in Washington, DC asked for copies of "all
correspondence from January 1, 1997 to the present between CIA personnel and US Senators Richard Shelby, Jeff
Sessions and US Representative Sonny Callahan of Alabama. The requester notes that "[he is] gathering information
on the activities of members of the Alabama congressional delegation with respect to issues facing the CIA because
of its critical role in national security and other issues."

(UHATUO) IMS hosted the monthly meeting of the External Referral Working Group (ERWG) on 26 February. The

Archivist for Records Services at the National Archives and Records Administration (NARA), spoke about NARA's
efforts to respond to the post-September 11 terrorist tlueat.1
(U/Mr1444) CDC Team Travels to Army Military History Institute at Carlisle Barracks
(UHATC119t-On 24 February 2002, a team from the CIA Declassification Center (CDC) traveled to the Army Military
History Institute, Carlisle Barracks, Pennsylvania, to begin a two-week test project. The objective of the project is to
determine all the administrative actions required to successfully deploy a review team to a remote site and to obtain
an idea of how long it will take to review the 270,000+ pages located at Carlisle that have been referred to the
Agency by the Army Declassification Activity.
(UMM440) From the Archives: General Counsel Outlines Origins of CIA Authorities in 1973 Memo
(USThe relationship between the National Security Act of 1947 and the CIA Act of 1949 was the subject of
a memorandum from Lawrence Houston, CIA General Counsel, to the Legislative Counsel. The memorandum,
dated 19 September 1973, was reviewed recently by the DCI team at the CIA Declassification Center. The
document succinctly and very clearly outlines Houston's views on the relationship between the National Security Act
of 1947 and the CIA Act of 1949. The National Security Act of 1947, according to Houston, set "CIA's functional
responsibilities as well as its structural relationship within the Executive Branch ... while administrative authorities
for the most part, would be enacted in 1949," Houston explained that the President's war powers had expired and it
was "recognized that Congressional authorizations for CIG (Central Intelligence Group, a predecessor to the CIA)
was necessary." President Truman, therefore, in early 1947 created a team to draft legislation that established the
position of DCI and the Central Intelligence Agency. The bill passed after five months of deliberation. The CIA Act
of 1949, on the other hand, provided "... authorization for the CIA to exercise the authorities of a number of sections
of the Armed Services Procurement Act of 1947; authority to transfer monies between the CIA and other
Government agencies with the approval of the Bureau of the Budget, but without regard to limitations of
appropriations from which transferred; the authority to expend sums necessary to carry out CIA's function; and last,
but not least, for objects of a confidential, extraordinary, or emergency nature, expenditures could be accounted for
solely on the certificate of the Director." In conclusion, Houston noted: "The 1949 act was drafted in support of the
broadest concept of intelligence and was based mainly on the experience of OSS and the legal and legislative
problems faced in the conduct of its multifaceted operations. The creation of the CIA was now complete with its
roots buried in a composite of legislative and executive action."
