(1E/Aftie) IMS Declassification Center (U//AM) From the Archives: In 1977, DCI Turner Responds to Harvard's Restrictions on Cooperating with CIA (UThirItT4E0) DCI Stansfield Turner in 1977 responded to Harvard University's guidelines on relationships between the university and the intelligence agencies. Harvard stipulated that "the existence of any CIA-university contacts must be public," that "private consultation arrangements must be reported in writing to the dean and president" and that Harvard community members should not volunteer the names of other members without their permission nor undertake "intelligence operations" for the CIA. In his "Notes From the Director", which were recently reviewed by the DCI team at the IMS Declassification Center, the DCI responded that "current CIA policy covering our relations with American staff and faculty members of US academic institutions is already, to a large degree, consistent with the Harvard guidelines," and pointed out that "American scholars who have been willing to share information and interpretations of developments in the international arenas often have contributed valuably to intelligence support of the US foreign policy-making process., Without the continuing assistance of the academic community, our ab. provide the President and other senior officials with objective and enlightened analysis would be hampered."
