In October 2001, PRB received 30 manuscripts comprising 1,372 pages, compared to 26 manuscripts comprising 1,486 pages in the same month last year. � Most authors submit materials to PRB via fax. (UHA-11444) CIA Declassification Center (U/hbeHT10) From the Archives: In 1966, DCI Won't Confirm or Deny CIA's Ability to Steer Hurricanes (UHAIU0) DU William Raborn declined to confirm or deny the CIA's ability to steer hurricanes back and forth across Cuba, according to the notes from a 1966 speech the DCI presented in St. Louis. The speech was reviewed recently by the DI team at the CIA Declassification Center. The DCI stated in the speech that the CIA had been blamed by unfriendly accusers for many things -- not only steering hurricanes to Cuba, but also for the collapse of a bank in Lebanon, for the difficulties the French were experiencing with their former empire, and for the seizure by Ghana of a planeload of diplomats from Guinea. Raborn explained to the audience that "once you begin to confirm or deny, you begin to build a pattern. The time will come when your answer or silence will give the opposition useful information."
