Overview of IRR Activities Last Week: (U/MOJEWA) FOR Requests (Uhte14304 Agency Exceeds Backlog Reduction Goal in FY 2002 (11//nOn) The Agency reduced its backlog of Freedom of Information Act (FOIA) and Privacy Act cases by 17 percent in FY 2002 --exceeding its goal of 15 percent set at the beginning of the fiscal year. � The Agency benefits from backlog reduction because the federal courts permit those agencies that have reduced their backlogs to respond to FOIA litigation taskings in their normal processing queue. Agencies that haven't reduced their backlogs must respond to federal court taskings on a priority basis. � The Congressional General Accounting Office (GAO) reported in August 2002 that of 25 federal agencies with FOIA programs, "the Central Intelligence Agency was the only agency ... that has made steady progress in reducing its backlog of pending cases." These exceptional accomplishments are a reflection of the hard work of the staffs in the CIO, Directorate IR0s, and those IMOs and other personnel in the components that assist in processing the cases. (Ullyteltie)- Alleged Cuban Defector Wants Information on Himself (UhAttft A Cuban citizen who claims to have defected at Guantanamo Bay in 1967 requested all CIA records pertaining to him. He is seeking the records to support his Petition for Relief under Article 3 of the Convention of Torture so that he will not be deported to Cuba. (U/hgetbS) Facilities Contract (U/ArFele) A man representing a California firm requested all records pertaining to the current "Facility Support Contract being performed at the CIA." He added, "we are interested in competing on the upcoming solicitation." (Uthartrilr Publications Review Board (U/Met) PRB Exceeds Last Year's Record for Pages Reviewed (LWATM) The Publications Review Board again exceeded the previous year's record for pages reviewed. For FY 2002, the Board reviewed 27,969 pages and 363 manuscripts compared with 26,002 pages and 304 manuscripts in FY 2001. � The Board reached a "no objection" decision on approximately 90% of the submissions. Five manuscripts were denied in full. � One author appealed the Board's final decision, but withdrew before the Executive Director made a final Agency decision. (W/API10) CIA Declassification Center (U/M1113) CDC Meets FY2002 Goals for Records Reviewed/Released (UthiritfrO) On Monday, 30 September 2002, the CIA Declassification Center (CDC) delivered to the National Archives and Records Administration (NARA) one truckload of hard-copy records and one personal computer containing just over 2-million electronic page images. In total, CDC delivered just over 5-million pages of released records to NARA; thus meeting its 5-million page goal for 2002. Reviewed records during 2002 totaled more than 25-million pages meeting the CDC's 25-million page review goal for FY2002. (111/XT1719) From the Archives: DDCI Vernon Walters Explains the Need For Moral Justification (IMAMS). In a 1975 document recently reviewed at the CIA Declassification Center, General Vemon Walters, then DDCI, related to the Pittsburgh Council on World Affairs a story a Frenchman had supposedly told him that addressed the issue of the puritanical streak foreigners sometimes see in the American people and their reluctance to act. The story, in shortened form, has an American being captured by cannibals and being told he will be eaten the next day but, short of being set free, can have any wish he wants in the meantime. The American responded: "I want to be led into the middle of the village, I want to be made to kneel down, and I want the biggest cannibal here to kick me in the rear end." His wish is granted, at which time the American, who had been hiding a submachine gun under his clothes, took it out and shot many of the cannibals. At that point a Frenchman who had been hiding came out and asked the American, "Do you mean to say you had that gun the whole time? ... Why the heck didn't you use it before now?" The American explained "it wasn't until they kicked me in the rear that I had any moral justification for this sort of thing." This is a record.
