Activities Last Week: (Ullsidlet)- Interagency Security Classification Appeals Panel (ISCAP1 (UHA.I.LIO) ISCAP Workload Increased Dramatically in FY 2002 (U//41434-4 The Interagency Security Classification Appeals Panel (ISCAP) received more appeals in FY 2002 than in the previous three fiscal years combined (38 appeals received in FY 2002, versus 35 for FY 1999 through FY 2001). Since ISCAP's formation in 1995, the Panel has experienced an upward trend in the annual number of appeals received. The 38 cases received by ISCAP in FY 2002 were submitted by only eight different requesters, with one requester submitting 26 of the 38 appeals. Although the ISCAP was established to hear appeals originating from all government agencies, 30 of the 38 cases received by ISCAP in FY 2002 involved CIA documents or involved documents containing CIA equities. � The ISCAP is a six-member panel established by President Clinton's Executive Order 12958. The Panel's responsibilities include hearing appeals of Mandatory Declassification Requests (MDRs) and classification challenges. The Panel members -- each of whom have one vote when conducting Panel business -- are selected by the Secretaries of Defense and State; the Attorney General; the DCI; the Archivist of the United States; and the Assistant to the President for National Security Affairs. The Chairperson of the ISCAP is selected by the President. (Ullialida) FOIA Requests � The FOIA case manager located and forwarded one of the requested documents under the Executive Order, "Cuba: The Outlook for Castro and Beyond." With respect to his FOIA request, the case manager conducted a search of the Management of Officially Released Information (MORI) database and prepared a list of possible responsive documents from which the requester can choose those he wants. ONLY (UMAltIO) Requester Seeks Interrogation Transcripts of North Korean Defectors (W/AitIej A Maryland requester seeks "all transcripts of interrogations administered by North Korea's Defense Intelligence Agency since 1992 to North Koreans who have attempted defection during that time." (b)(3) (b)(5) (U//A+110) Romanian Institute for Recent History Seeks More Records on Romania (U///e11133 The Romanian Institute for Recent History submitted a second request for an inventory of documents from the Management of Officially Released Information (MORI) database on "Romania" and "Romanian emigration during the Cold War." � The Institute Director previously had submitted a request for Cold War documents and was so pleased with the resulting MORI listing of previously released information, that he has submitted a second request. Having been advised earlier that as a requester in the "all other" fee category, he would be obliged to remit fees for the processing of pages in excess of the 100-page limit that he is allowed free of charge. He requested the name of a Romanian bank where he could make his check payable to the US Treasury. The case manager will respond with another MORI listing and state our policy that checks must be drawn in US dollars on a United States Bank or branch . (U//A+13�)�CIA Declassification Center (UHATI70) STAR GATE Material Released on 1 November (UNAJUO) On 1 November, the CIA Declassification Center (CDC) released about 75,000 pages of Intelligence Community information on STAR GATE and its predecessor projects. The material was placed on the CIA Records Search Tool (CREST) System at the National Archives and Records Administration (NARA) in College Park, Maryland. � CREST is a database of CIA declassified records available to the public on terminals located at NARA in College Park. � STAR GATE was the project name for US Government research into the parapsychological phenomenon known as remote viewing. Pursuant to a 1995 Congressional mandate, Intelligence Community records on STAR GATE were transferred to CIA with direction to begin a program of review with the intention of declassifring as many as possible. CDC began processing STAR GATE material in 1996. (U/AtelEelp From the Archives: DCI Dulles in 1960 "Intelligence Gets in the Blood" (U/i4414141).J2CI Allen Dulles addressed the Institute of Aeronautical Sciences in January 1960. His speech was reviewed recently by the DCI team at the CIA Declassification Center. "There is something about intelligence that gets in the blood," the DCI said, explaining his first exposure came as a young foreign service officer in World War I, and that he returned to the field of intelligence during World War II. He noted "I shall not soon forget the day back in 1943 when I secured my first hard evidence of the German development at Pennemunde of its missiles, the V-1 and V-2. I can truthfully say that my background in missile intelligence goes back about seventeen years." After World War II he once more was involved with intelligence, "Again I could not resist the lure of the trade and in 1948,1 accepted President Truman's invitation" to prepare a study on the legislation that set up the CIA. Once the CIA was established, he was called to Washington by DCI Bedell Smith to serve temporary duty with the new agency. "So about ... (1950) ... I went to work at the CIA for a six week's tour of duty. I have been there ever since." Allen Dulles succeeded Bedell Smith as DCI in 1953. This is a record.
