Overview of IRR Activities Last Week: (ullorwe) OIM Declassification Center (11//fdtft) OIM Discusses Review of National Security Council Records (U//Ai uu) Representatives from OIM's Declassification Center and Information Review Group met with the National Security Council (NSC) to discuss the disposition of 67,000 pages of presidential records dated between 1953 and 1981 that the NSC controls, The collection involves covert action activities, relations with Congress, the national security establishment, and double agent cases. The OIM representatives estimate that it would take OIM reviewers three months to complete a review of the collection. (U//i14130) From the Archives - DDI Outlines the Importance of Open Source Information in 1953 Memo (U//PeRnie) The importance of open Soviet literature to CIA's intelligence researchers was outlined in a 1953 secret memo from the Deputy Director of Intelligence to the Project Review Committee, The memo, recently reviewed for declassification by the DCI Team at the OIM Declassification Center, indicated open Soviet material improved the quality of intelligence by making it easier to find information without further investigation, provided useful comparative data, shortened the time an analyst spent surveying information related to his field, gave non-linguists the opportunity to examine references that would otherwise be inaccessible, and facilitated the coordination of requirements for Soviet publications. An article titled "Rust Fungi of the Crimea" that appeared in the open publication Soviet Men of Science was cited as an example. Although on the surface it appears to have little intelligence value, the memo explained, rust fungi has important significance in the field of biological warfare. The requester questions the accepted version of Mr. Miller's disappearance over the English Channel in 1944, by citing an internet story that claims a British diver discovered the wreck of Miller's single-motor plane off the French coast in 1985, but found no signs the plane had crashed, or any human remains. National Security Archive Requests Copy of Peacekeeping Study (LWATU ) The National Security Archive requested a copy of "an unclassified CIA study written by Frederick Fleitz titled Comparison of Peacekeeping Operations by Success and Limiting Factors , dated 29 July 1992." (Ulheee) Scholar Seeks Information on Proposed 1970s US - Cuba Baseball Game (W/A41.144) A local requester who claims to be doing scholarly research seeks information "on efforts to persuade the United States Government to permit a team of Major League Baseball players to play a game in Cuba between 1974 and 1976." The requester notes that "Senator George McGovern raised the issue with Fidel Castro in a May 1975 visit to Havana," however, "Secretary of State Henry Kissinger rejected the idea in early 1976." � Because the request contained only references to Department of State personnel with no indication of CIA involvement, the FOIA case officer will refer the requester to State.
