MEMORANDUM FOR THE RECORD
SUBJECT: CHIGOE
1. This memorandum is for information only. It does
not request action by any e10)(3)t of OSA.
2. On 4 Feb 1966, briefed DD/S&T on the
status of CHIGOE and his recommendations.
LTV Greenville will be awarded a Phase I contract to design
and price the development of an SP2H aircraft to ORD speci-
fications. A Phase II contract will be awarded on the basis
of results from the design study.
3. There had been some thought of using the first
SP2H CHIGOE aircraft as an operational vehicle, to be oper-
ated by OSA. This is not now considered feasible due to
the estimated cost of this one-aircraft capability. The
charter now is to "prove the concept" with the first air-
craft and then return it to DOD for use in whole or in part,
as they see fit. If CHIGOE proves itself, then OSA by
direction of DD/S&T will undertake a development program to
establish and-operate-a-low�altitude-multtsensar vehicle as
an OSA project.
4. The following general responsibilities of OSA were
briefed to D/SA on 17 Feb 1966. Implementation will be
directed by separate memorandum.

5. During the week 7.-11 Feb 66,
visited LTV to discuss contract and
arrangements. A letter of intent will be given
proceed with the Phase J.AIe.aign study, which-is to�result -
a firm cost proposal for Phase II. Initial fund transfer
from ORD to OSA is to be done 16 Feb 1966.

6. Commander Richard Warren will get USN authority to
move the SP2H from Edwards AFB to LTV Greenville. An LTV
crew will ferry the aircraft as a task under the Phase I
contract. Until there is a clear statement of aircraft
ownership, responsibility, and method of assigning the SP2H
to LTV, it remains at Edwards AFB. The only apparent OSA
problem in the ferry flight is to provide fuel.
7. We plan to ask the USN to administratively assign
the SP2H to the VX squadron at NAS Key West, where we also
plan to get a flight crew for operational testing. Mainten-
ance and spare parts support is.to come from the same place.
USN support will be discussed with their representatives on
18 Feb 1966.
8. A communications link to LTV will be required. The
existing DIR terminal, modified as required, will probably
be used. ORD will fund any expense incurred to provide this
capability. OSA will control the terminals and exercise
communications security control.

9. Three Verdan Computers are to be requested from
USAF for delivery to LTV. The problem, of extracting the
computers and accounting for them is yet to be resolved.
