Dear Ms. Valeriy:
On 29 January 2013, the office of the Information and Privacy Coordinator
received your 15 January 2013 letter wherein you asked us "to render [you] consulting
help in search of who is the citizen of the USA, a former official (b)(6)
of the Central Intelligence Agency. Yuriy Ivanovich Nosenko, (b)(6)
was born in 1927, Nikolaev, Ukraine."
As we advised you in previous correspondence, this office processes Freedom of
Information Act (FOIA) requests. The FOIA was enacted to provide a means for the
general public access to Government records. As you are not seeking records, per se, your
letter does not constitute a FOIA request, and we are unable to help you. Therefore, we
must decline to process such requests.
Further, a search of our database indicates that on 14 June 2011 you had previously
submitted an identical request. Our records further show that we responded to your request
on 8 July 2011, a copy of which is enclosed for your reference, suggesting that you submit
your request to the U.S. Citizenship and Immigration Services at the below-listed address.
Once again, we suggest that you do so.
