Dear Mr. Leopold:
This acknowledges receipt of and is a final response to your 8 August 2013 Freedom of
Information Act (FOIA) request, received in the office of the Information and Privacy Coordinator
on 12 August 2013, for the following:
...records under request number F-2013-00960, "Unclassified pieces of written
communication & emails from 6/1/12 to present between and/or congressional staffers
& 9 select directors," that was provided to the requester. This FOIA was filed or
received by CIA on February 27, 2013.
Our records indicate that we have not conducted a specific search of Agency records on the
subject of the request. As we advised the previous requester for records on the same subject of your
request, we cannot accept your FOIA request in its current form because it would require the Agency
to perform an unreasonably burdensome search. The CIA, whose primary mission is the collection
and analysis of foreign intelligence, has a vast amount of records in a variety of offices and files that
are indexed and therefore retrievable under the name of a specific country or region of the world or
under a broad subject of public interest. An overly broad search would locate a vase quantity of
records, much of which would be extraneous, mentioning the subject of the request only in passing,
thus being of little or no value to you. Further, the review of such records would impose an excessive
and unreasonable burden on the Agency. Therefore, we must decline to process such requests.
