Dear Mr. Leopold:
This is a final response to your 13 February 2014 Freedom of Information Act (FOIA)
request for a copy of "a copy of the CIA Inspector Genera's [sic] report on reducing
overclassification pursuant to the Reducing Over-Classification Act, P.L. 111-258." As you will
recall, in our 5 March 2014 letter, we informed you that we had already begun processing a
request for this information in connection with an earlier FOIA request received prior to yours.
We cross-referenced your request to the earlier one in order to send you any records that were
found to be releasable.
The earlier case was recently concluded. We located one document, consisting of 18
pages, that we determined was releasable in segregable form with deletions made on the basis of
FOIA exemptions (b)(3) and (b)(5). A copy of the document and explanation of exemptions are
enclosed. Exemption (b)(3) pertains to information exempt from disclosure by statute. The
relevant statutes are Section 6 of the Central Intelligence Agency Act of 1949, as amended, and
Section 102A(i)(1) of the National Security Act of 1947, as amended. As the CIA Information
and Privacy Coordinator, I am the CIA official responsible for this determination. You have the
right to appeal this response to the Agency Release Panel, in my care, within 45 days from the
date of this letter. Please include the basis of your appeal.
