Dear Mr. Chairman:
(S) The purpose of this letter is to notify you of our
intention to reprogram funds within the Central Intelligence
Agency (CIA) to meet the higher priority, unforeseen
requirements associated with the terrorist attacks in New
York and Washington.
(S) In order for CIA to respond to the fast-breaking
intelligence requirements that have followed the events of
last week, I have directed CIA managers to review all
remaining FY 01 funds (covert action and non-covert action
funds) and determine whether any of these funds may be made
available for immediate obligation and expenditure in
furtherance of our counterterrorism efforts. Our
determinations regarding the reprogramming of FY 01 funds
will take into consideration the additional funds that will
be provided to CIA by the 2001 Emergency Supplemental
Appropriations Act for Recovery from and Response to
Terrorist Attacks on the United States. The details of
reprogrammings we undertake using FY 01 funds will be
provided to the committees by the CFO's staff immediately
after the close of FY 01. This revised reprogramming
process is required for the remainder of FY 01 to ensure we
have the flexibility necessary for our prosecution of the
war against terrorism and the preservation of the national
security.
