I have perused your Committee's mark-up of the Administration's request for our Program for Fiscal Year 2002 and, while reasonable people can legitimately disagree on any of a number of the included topics, there is a tone to the remarks which can only be described as accusatory, insulting, and demeaning. Specifically, I call your attention to three items, with which I am personally acquainted: 1. The punitive cut to the Counterintelligence Center is hardly an unbiased or complete account. To this day, I have not had a response to my request that your associates sit down with me and share your factual findings. At the same time, I take strong exception to your characterizations of what occurred in your investigation, particularly in light of the number, depth and attributed exigency of your demands. Repeatedly, we responded to your requests--in writing--and our positions were not rebutted but rather dismissed out of hand. 2. The remarks relative to �the Office of Congressional Affairs come as a shock since it has never been mentioned to me before. It strikes me as unusual that in a relationship with our senior OCA people, characterized by multiple daily contacts, this is how you register dissatisfaction. The remarks relative to the cut in the Office of the Inspector General are particularly offensive since they question the integrity of our senior Agency officials, specifically the DCI, DDCI and me. I assure you that we understand the "value of an independent IG." I have written and spoken on this subject for many years with respect to audit committees in the private sector--which fulfill the same function--and, since joining the Agency, on the IG role. I defy you to find one thing undone by us which would incent the Executive Branch to name a permanent IG. We have done everything in our power to accomplish this. Additionally, I cannot find any basis to document the other concerns you express. Our IG office enjoys the total support of Agency management and carries out its responsibilities in a professional manner. (U//FOU0) Finally, I would like to ask that in the future, I am not left to learn of all your many criticisms in a budget mark. We had hoped to move forward with your Committee as partners, each trying to help the other, addressing issues in a positive and constructive manner as they arise.
