THE CAPITOL WASHINGTON. oc 2052E (202)2254)21 JAY AXIAL STAFF DIRECT On November 15, 2001, the Subcommittee on Terrorism and Homeland Security will hold a hearing to examine intelligence and law enforcement information sharing, specifically as it relates to terrorist threat information. Over the years, the Federal Bureau of Investigation (FBI) and the Central Intelligence Agency (CIA) have developed a more balanced relationship from which we believe there are lessons learned that could be applied to information sharing relationships between federal, state and local law enforcement and the intelligence and public health communities. We are particularly interested in examining whether established guidelines for information sharing impede efforts to ensure public safety during an epidemic or a widespread imminent terrorist threat, as has been the case since the September 11, 2001 attacks. We also hope to explore whether existing guidelines, during a contagion, allow the FBI to securely conduct a widespread investigation, and the CIA to enhance its intelligence collection platforms in response to the threat, while all along keeping health and state and local law enforcement officials properly informed. We request that Mr. Cofer Black (Chief, DCI's Counterterrorist Center) testify on CIA and FBI information sharing with emphasis on any obstacles to sharing during the investigation into the events of September 11, 2001, the ongoing anthrax event and how the Patriot Act might alter information sharing relationships. We also request that Special Agent Ed Worthington (DC/CTC) attend. the hearing given his experience in sharing sensitive information. The hearing will be closed and held in Room H-405 in the Capitol from 1000 a.m. to 12:00 p.m. We have also invited FBI, Department of Human and Health Services (HHS) and Department of Justice offirials to testify at the hearing.
