Greetings Michael Lavergne: Pursuant to Mandatory Declassification Review under section 3.5 of Executive Order 13526, I hereby request disclosure of the above document for inspection, and copying (including photocopying). I am a freelance science writer (having been published in such periodicals as JBIS, New Scientist, Astronomy Griffith Observer Quest: the History of Spaceflight Quarterly Spaceflight, Space Chronicle, Technology Review Aerospace America and so on), and these disclosed documents will be used in the preparations of articles for dissemination to the public and news media. I have authored, from 1984 through recently�well over 100 articles, covering a wide variety of subjects. I had previously enclosed a publication manifest excerpt that shows emphasis on Cold War history reportage in another recent MDR request to your office. Accordingly, I am requesting that, pursuant to 5 U.S.C. 5552 (a) (4) (A), that you waive all research fees in the public interest�because the furnishing of the information sought in these requested documents will be used in the preparation of articles for dissemination to primarily benefit the public. The resulting research (based in part on these requested documents in this MDR letter) will be widely disseminated in the form of articles, reports and even press notices. The resulting scholarly study about the USSR and Chinese space program (as well as rocketry/missile testing), and what the CIA knew about it, will fill a large historic gap in present historiography. These disclosed documents will be used in the preparations of articles for dissemination to the public and news media. Although Mandatory Declassification Review requests do not oblige any search or review fees, and thus fee categorization is unnecessary, I assert that generally, for the purpose of this request, and for any pending MDR requests with the CIA previously submitted, that I properly fall in the fee category "representative of the news media."
