Approved for Release: 2017/05/22 C06627905 INTERAGENCY AGREEMENT BETWEEN COUNCIL OF THE INSPECTORS GENERAL ON INTEGRITY AND EFFICIENCY AND OFFICE OF INSPECTOR GENERAL CENTRAL INTELLIGENCE AGENCY I. PURPOSE The purpose of this interagency agreement is to establish the terms and conditions for interagency funding of the Council of the Inspectors General on Integrity and Efficiency (CIGIE), by the members of CIGIE, in support of the management, operational, training, and contractual services necessary for an effectively functioning Council, to be performed by the CIGIE' s operations staff. II. AUTHORITY The Inspector General Act of 1978,5 U.S.C. App. 3, �11. III. BACKGROUND CIGIE was established pursuant to section 7 of the Inspector General Reform Act of 2008, which amends the Inspector General Act of 1978, 5 U.S.C. app. 3 (the Act). The mission of CIGIE is to address integrity, economy, and effectiveness issues that transcend individual Government agencies; and increase the professionalism and effectiveness of personnel by developing policies, standards, and approaches to aid in the establishment of a well trained and highly skilled workforce in the offices of Inspectors General. The Act provides that the Chair of CIGIE will carry out the functions and duties of CIGIE and make payments from funds available to CIGIE necessary for this purpose. In June 2012, CIGIE membership approved the assessment of each IG member for fiscal year (FY) 2013 planned costs associated with carrying out the functions and duties of the CIGIE. COUNCIL FUNCTIONS AND OPERATIONS The Executive Director of CIGIE, in consultation with the Chair of CIGIE, will manage the continued support operations of CIGIE. The activities to be performed include, but are not limited to establishing and maintaining training academies, submitting annual progress reports to Congress and the President, planning and coordinating the CIGIE Awards Program, planning and coordinating the annual Inspector General Conference, coordinating administration of the IGNet, publishing the Journal of Public Inquiry, planning and coordinating Executive Council and CIGIE meetings, and coordinating activities for the Inspector General community. V. INSPECTOR GENERAL ASSESSMENT The Central Intelligence Agency (CIA) Office of Inspector General (OIG) agrees to transfer to CIGIE for support of the functioning and operations of CIGIE for FY 2013. CIA represents that the amount of its contribution to CIGIE is consistent with its obligations under the Inspector General Act of 1978, as amended. VI. PAYMENT The CIA OIG's share of for FY 2013 will be transferred to CIGIE, or to the financial representative designated by CIGIE, on or before September 30, 2012. VII. DURATION OF AGREEMENT (b)(3) This agreement is effective as of the date that both parties have signed it and will remain in effect until September 30, 2013 or until amended, replaced, or terminated by signed, mutual agreement of both parties. VIII. AMENDMENTS This agreement may be modified based on a written notice submitted by either the CIA OIG or CIGIE. Modifications must either be mutually agreed upon or rejected by both parties within 30 calendar days of a written notice requesting a change.
