Under the Freedom of Information Act, 5 U.S.C. Subsection 552, I am
requesting information or records on Director of Central Intelligence
William E. Colby and his career at the Agency.
If there are any fees for searching for, reviewing, or copying the
records please supply the records and I agree to pay those fees up to the
amount of $500 without prior notice. If the fees exceed that amount please
call me. In order to determine my status to assess fees, you should know I
am a journalist and an author of six books. The most recent two are
Franklin: The Essential Founding father (Regnery'2003), and Allen Dulles,
Master of Spies (Regnery 2000), which Was named best intelligence book of
2000 by the Association of Former Intelligence Officers. You may check

You will notice that my requests concentrate on the period between
1973 and 1976 during Mr. Colby's directorship. This is because the focus of
the book will be the challenges he faced as DCI during the various
Congressional and other investigations into CIA conduct during 1975---the
Church, Pike, Rockefeller, and Murphy probes specifically. You also should
know the project has the cooperation of Mr. Colby's family and many of his
colleagues in the Agency, including former DCI James Schlesinger

Request No. 1 of 19.
The CIA in-house biography of William E. Colby prepared by Harold
P. Ford. It is my understanding this biography was declassified and
provided to author Evan Thomas for use in his book The Best of Men.
Request No. 2 of 19.
A report dated March 10, 1971 titled "A Review of the Intelligence
Community" prepared by James Schlesinger (later DCI) for President
Nixon, aka "The Schlesinger Report."

Statement of Ambassador William E. Colby, deputy to
COMUSMACV for Civil Operations and Rural Development Support, dated
21 April 1971.

The 1973 CIA Inspector General's Office 693-page study of
"potential flap activities," that is, a history of possible legal violations and
questionable activities undertaken by CIA, requested by DCI Schlesinger but
used by DCI Colby (then Executive Director) to brief various Congressional
committee chairmen and the U.S. Justice Department. This report is

variously also known as "the family jewels" and covers such activities as
Chaos Operation, surveillance of U.S journalists, mail opening and wiretaps
against citizens under surveillance, and the Agency's possible involvement
with the Watergate conspirators. Probably dated either March or April 1973.

Briefing documents prepared for and used by William Colby in his
position as DDO, Executive Director, or DCI during the period 1973 and
1974 for briefings for Rep. Lucien Nedzi (D. Mich.), chairman of the

general directives on his conduct before those investigative bodies.
