PAKISTAN-INDIA: Zia Moves To Ease Border Tensions

Pakistan's President Zia apparently has overruled his military
commanders and agreed to withdraw an armored division from the
Indian border in exchange for a vague promise that New Delhi also
will remove an unspecified number of units.
Meanwhile, Indian and Pakistani negotiators will continue
'their talks in New Delhi through today;
Comment: The Pakistani move may provide the Indians with a face-
saving rationale to respond in kind. New Delhi probably will interpret
Zia's acceptance of its proposal as a tacit admission that Pakistan
was responsible for the recent round of tensions. As long as the
agreement is not breached, Zia will be able to counter his critics by
claiming he averted the risk of a war that Pakistan could not win.
