Reference is made to your informal note, subject as above,
'0 dated 22 October 1968. concerning the activities of Vladimir
sEcEI
In response to the bureau query whether any representative
of this Agency had any contact with SEEN in Miami shortly
after his return from Santo Domingo in July 1968, our repre-
sentative in Miami has informed that SECEN was contacted by
an Agency representative on 16 August 1968. The interview
was an amicable one in which SEEN said that the purpose of
his trip to the Dominican Republic was strictly commercial.
He added that he had no intention to involve himself in
Haitian plotting or an attempt to invade Haiti since he hoped
to obtain his U.S. citizenship when he becomes eligible next
year.
