Reference is made to an inquiry to this AgenOY from your Bureau concerning Subjects, your Bureau's File No. 105-109086, and this Agency's teletype No. 19754 dated 26 July 1968, Subject: "VLADIMIR SECEN - INTERNAL SECURITY DOMINICAN REPUBLIC." 2. For your background.information only, VLADIMIR SECEN was of operational interest to this Agency from 1963 to 1966 as an occasional source of information on Caribbean matters. SECEN's claim to your Bureau that he was involved in a plan to overthrow the Government of Haiti and was being paid by this Agency in furtherance of this plan is completely false. However, SECEN did inform this Agency on fwo occasions that he was allegedly involved in such a plan. A resume of these reports follows. �1 b6 per FBI b7C b3 per FBI b7E 3. On 9 February 1966, SECEN informed a represen- tative from this Agency in Miami that he had been offered a post as military advisor to an expedition being formed by Rolando MASFERRER Rojas, former Cuban Senator, to depose President DUVALIER of Haiti. SECEN said he refused the post, but later said that MASYEURER had remarked publicly on several occasions that SECEN had accepted:hls proposition. 'DUVALIER wanted RAVLIC tol-influence SEbEN to atop his Haitian plotting and, if SECEN agreed, DUVALIER was willing to offer SECEN a good job in the-Haitian Government. SECEN reportedly told RAVLIC that he was not engaged in any plot to overthrow President DUVALIER and did not plan to become involved. RAVLIC then told SECEN that he was going to Haiti to report the results of his mission to President DUVALIER; however, when SECEN warned RAVLIC that such a trip would be too dangerous, RAVLIC took his advice and returned to Spain. SECRET 5. The files of this Agency reflect that Mile RAVLIC, also known as'Mile RAVLIK de BOGETICH TEPCEVICH, Mille KRAWIT, and Major MILLER, was born 15 June 1919 in Croatia, YugodIaviatand is a naturalized citizen of the Dominican Republic. He studied agriculture in Zagreb, Yugoslavia, and graduated as an agronomist. During World War II, he was a member of the Croatian Army. In 1957, he joined the Dominican Army as a Major and became a Lt. Colonel under President TRUJILLO. In April 1967, a reliable source reported that RAVLIC, who traveled on a Dominican Republic passport, was apparently involved in an import-export busi- ness, but also carried out political and information- gat4ering_missidns. At that time RAMC was reported to have been iii-Madrid for the past month, but had made sev- eral trips to France. Source also said that RAVI= con- tinued to maintain contact with the TRUJILLOs. The most recent information in this Agency's files reflects that in September 1967, RAVLIC was reportedly in Paris waiting for Mrs. Juan PERON. At that time, RAVLIC told a reliable source that he was in business with Juan PERON. 6. Although this Agency has no current operational interest in SECEN, we would appreciate receipt of any in- formation which your Bureau may obtain on his. activities in the Caribbean area, particularly in the Dominican Repub- lic and Haiti or relating to the Cubans. 7.
