A staffer has reported his suspicions that the (b)(1)

West Gerson polling institute EMNID is actively engaged in supporting
West German intelligence operations. This suspicion is based on
observations made during a visit to the MAID Headquarters in
Bielefeld and to its branch office in Bangkok including a discussion
with the dounder, owner and director of EMNID, Freiherr Earl -Geeing
von BTACEILBIRG, who is a personal friend of the staffer. Although
overt and CODClUS1V0 evidence is lacking, the following are points
supporting the staffer's conclusion:
Af Von 5TACKELBRR3 is very close to Economics Minister ERHARD
and to President LUEBKE; the =KID Institute openly supports
the political aims of WARD and apparently enjoys considerable
favor, perhaps even financial subsidization among the powers
that be in Bonn.
B) Survey research is seldon used by firms in the lesser
developed countries and the use made by Western firms in those
areas woull not be sufficient to sustain the nunerous branch
offices of a technically compdtent institute like REBID.
C) Third country researcher and members of EMNID's staff have
commented Concerning the ancillary activities, such as wim-
ps paper reporting of =MID staffers overseas and the lack of
training some of these staffers apparently have for MUD work
While the staffer is convinced that von STACK:MUM is pro-
daerican, he does consider it a possibility that due to the
divergence of American and West German interest, particularly'
Middle East, the intelligence activities of EMNID represent

a potential danger to U. B. position in that area. The Gorman
Station has been informed of the above and an attempt is being
made to shed more light on XIINID's true role through indirectly
querying MIST of the Institute fuer Demoskopie, SIIMID's rival
in the polling field.
