Troops are being moved into western Uganda in an effort to head off the querrillas and prevent attacks on large towns in the region. Comment: Kampala can claim some success in forcing the dissidents out of Luwero, their primary base of popular support, but the regime's continuing failure to defeat them will erode Ugandan military morale further. Frequent sweeps failed to locate sizable dissident groups in the Luwero campaign, and the only major engagement occurred in early January, when the guerrillas surprised and overran a garrison at a military school.
