1. 7875'NE.) On 18 September 2018, the Central Intelligence Agency (CIA), Office of Inspector
General OIG received an received an official referral from the Office
industrial contractor employee, assigned to the Directorate of National Intelligence, National
Counterterrorism Center, Directorate of Intelligence
used access to a sensitive CIA database for other than official purposes.
2. (UHFOU0) On 28 September 2018, OIG initiated an investigation into this matter as
potential violation(s) of:
� (U) Title 5 USC � 552(a), Privacy Act;
� (U//CIA-fUO) Agency Regulation (AR) 10-10, Protection of Personally Identifiable
Information (PII);
� (U//CIA-IU0) AR 4-1, Standards of Conduct; and
� (UHCIA-IU0) AR 10-14, Access to and Release of Official Information.

5. (UNFOU0) On 26 February 2019, the OIG referred this matter to the Department of Justice
(DOA US Attorney's Office for the Eastern District of Virginia, which declined prosecution in favor of
administrative action.
6. (W/FOU0) All investigative activity has been completed. The findings of this investigation
have been referred ICIG, Office of Investigations, and CIA OIG is taking no further actions. Should
additional information be developed, the OIG may consider reopening the matter.
