2. (S//0C/NF) Background: On 24 February 2017 the Agency's
Honor and Merit Awards Board (HMAB) (Reference A) convened to
review requests to recognize the abovementioned individuals with
Stars on the Agency's Memorial Wall (Attachments A-D).

SUBJECT: (U) Request for Commemoration on the Agency
Memorial Wall
0 Messrs. Bevan, Eubanks, and Lewis were contract
employees serving in the CIA Developmental Projects Division
as Para Dispatch Officers. They died in the line of duty on
13 August 1961 when their Air America aircraft crashed in
Laos while conducting aerial delivery of ammunition to Hmong
tribesmen. It is recommended that their true names be
inscribed in the Memorial Book,
In September 2015, a member of the CSI
Lessons Learned team, who was conducting research on
historical CIA programs in Laos, happened across a 1999
interview with retired CIA officer James Glerum. In the
interview, Glerum said: "It was a contract set up with Air
America, which is why Eubanks, Bevan, and Lewis are
represented by stars in the Agency lobby and are named on the
Air America plaque at the University of Texas." Further
investigation revealed that the three in fact were not on the
Memorial Wall, although they were mentioned on the list of
Air America employees killed in action at the University of
Texas.
The HMAB, consisting of representatives from each Directorate and
the Director's Area, concurred with all the nominations.

3. (U) These individuals all clearly understood the risks
of serving in dangerous areas and are commended and recognized as
heroes for going into harm's way and paying the ultimate
sacrifice. A commemoration on the Memorial Wall will ensure that
their courage will not be forgotten and will highlight them as
role models for patriotism and dedication to mission.
4. (C) Authority: Agency Regulation (AR) 5-41
(Reference A) establishes the Agency's Honor, Merit, and Service
Awards Program. The Director of the CIA (DCIA) approves requests
for inclusion on the Memorial Wall, either via recommendation from
the HMAB or at the DCIA's own discretion. Per AR 5-41, inclusion
on the Memorial Wall is awarded posthumously to individuals who
lost their lives while serving their country in intelligence
activities, in the U.S. or overseas. Among the factors to be
considered when determining whether inclusion on the Memorial Wall
is appropriate are whether death resulted from "service in areas
of hostility or exceptionally hazardous conditions where the death
is the result of such hostilities or hazards," and whether the
deceased exhibited "inspirational or heroic character" (AR 5-41
Section II.A.3).
