SOURCE: (b)(1)' (b)(3) Field Comment: as of late May 1966 iDaril�no e, aTTth��isio President of Haiti, had received proposals from certain Haitian emigre leaders in the Dominican Republic regarding a possible alliance for action against President Francois Duvalier. Accord- ing to Fignole, Hector Aristy Pereyra, leader of the Constitu- tionalist 24th of April Movement in the Dominican Republic, had promised to cooperate by furnishing arms and ammunition for Haitian revolutionaries after the Dominican elections of 1 June. Early in June 1966 Daniel Fignole decided not to collaborate with Haitian emigres in the Dominican Republic nor with Henri Vixamar. Fignole asserted that aid from Hector Aristy Pereyra would deprive him of the aid of more than 100 Cuban emigres, who consider Aristy pro-Communist. With regard to Vixamar, Fignole's followers in Miami as well as Haitian residents of New York have expressed belief that Vixamar is an agent of the United States Government (USG). Fignole considers that any link with the USG would damage his potential strength inside Haiti.
